Description

The Ministry of the Environment, Climate and Energy of Baden-Württemberg intends to award services for the project management of the project "Master Plan for Water Supply Baden-Württemberg" The "Summer of Drought 2018" has brought the topic of water and the hitherto self-evident availability of this resource into the consciousness of the population. Even though the public water supply was not restricted, some municipalities in the state made provisions for a replacement supply. Against the background of climate change, the state of Baden-Württemberg is now preparing a "Baden-Württemberg Water Supply Master Plan" (MP WV) in which the future development of water resources will be assessed and the structure of the water supply will be surveyed. For this purpose, the mean and minimum discharges from springs as well as the mean and minimum groundwater levels are surveyed and a forecast with a time horizon up to 2050 is prepared with the help of climate projections. On the basis of forecasts by the State Statistical Office, the population development and future drinking water demand are estimated. With the help of the structural data on water supply, which are to be collected by means of surveys and on-site inspections, measures are derived and recommendations for action are formulated for the municipalities. The survey is carried out by commissioned engineering consultants (IB) from the water supply sector. Stakeholders, such as municipal associations and water suppliers, are involved in the project over the entire duration through an advisory board. For the coordination and control of this extensive, highly complex and multi-layered project, a project management system is to be set up by an appropriately qualified specialist office (object of the contract).This includes:A) Organisation, information, coordination, documentation (across all activities),B) Coordination of the surveyor's office / coordination of the advisory board,C) Public participation and public relations,D) Data management,E) Costs and financing,F) Deadlines,G) Awarding of contracts and contracts.The state of the water supply is to be surveyed in all municipalities of Baden-Württemberg. The surveys are to be carried out on a county-by-county basis. For this purpose, an engineering office to be commissioned will be active in each case. For the data collection, quality assurance, data evaluation and the preparation of the final reports one year is estimated for each district. The duration will vary, as the size as well as the number of municipalities per district is different and the size of the water utilities is also very different. The client attaches importance to the fact that for the above mentioned services a main project controller is available who is responsible for the major part of the services (estimated at 80% of the annual working time). He is the main contact person for the AG. Specialist knowledge for the examination and assessment of water management expertises or expertise in the field of public relations and data management can also be provided by other persons. The main person responsible, his deputy and the most important experts consulted must be named when the offer is made, stating their personal references. It can be assumed that the provision of the above-mentioned services will in total take up approx. 120 % of a person's annual working time. Especially at the beginning of the project and during peak times, it is to be assumed that the above-mentioned workload will be exceeded.
