2.1 The subject matter of the Agreement is the comprehensive construction of a gas-fired combined heat and power plant (CHP), located in Minsk Mazowiecki on plot No. 2476/3, equipped with two high-efficiency gas-fired cogeneration units each with an output capacity of approximately 3,3 MW (-0 % to +10 %) and thermal power in hot water of approximately 3,1 MW (-0 % to +10 %) and a heat accumulator with a capacity of approximately 38,2 GJ (payload of approximately 250 m). The CHP plant will be fired with high-methane gas (type "E"). The electricity generated shall be transferred to the power network of the distribution system operator through a 15 kV cable line, and the heat generated shall be transferred to the heating network of the Contracting Authority. 2.1.2 Scope of the contract a) Basic scope of construction of the CHP plant: - Construction work for power plants and combined heat and power plants - CPV: 45251000-1; - Construction work for natural gas-fired electricity generation plants - CPV: 45251240-5 (b) Associated and associated works: - Multifunctional building EC - Construction work for multifunctional buildings - CPV: 45211350-7, - Connection to district heating - Construction work for district heating networks - CPV: 45232140-5 - Cable trunk line - Construction work for power lines - CPV: mains heat accumulator (CPV: 44615100-5: Steel pressure vessels) 2.1.3 The subject matter of the contract shall be covered: 1. preparation of complete and complete design documentation for the Facility in accordance with Appendix No. 7 to the ToR (Functional and Use Program) together with connections. As part of the design documentation, a construction project within the meaning of the construction law (together with agreements, permits and permits, as well as documentation resulting from other legal regulations) should also be prepared and a valid construction permit for the Contracting Authority should be obtained. Comprehensive execution of structures and construction and assembly works comprising the heat and power plant together with the necessary connections: power, gas, district heating, water supply, sewage and others. The scope of works was specified in Appendix No. 7 to the ToR (Functional and Useful Program). Completion and execution of deliveries of equipment and complete technological equipment of the CHP plant, including - delivery to the facility of machines necessary for the functioning of the facility, including: complete cogeneration units (engines with generators and heat exchangers), - devices being elements of technological installations, including heat accumulator, electrical, telecommunication and computer installations, - health and safety equipment and fire protection equipment of the facility, small equipment necessary for proper operation, necessary measuring devices, etc., - delivery to the facility of machines necessary for the functioning of the facility, including: complete cogeneration units (engines with generators and heat exchangers), - devices being elements of technological installations, including heat accumulator, electrical, telecommunication and computer installations, - health and safety equipment and fire protection of the facility, small equipment necessary for proper operation, necessary measuring devices, etc. Start-up, Regulatory and Testing Motion of the Facility. 5. training of the Employees of the Contracting Authority in the scope of operation, use, repair and maintenance of the Facility. 6. organizing, for the needs of building its facilities, power supply in the media. Execution of all works not specified in the contract, necessary for the proper functioning of the facility within the scope of preparation, design and execution of the investment. 8. all works related to the preparation of as-built documentation of the facility /inventories, tests, measurements, agreements, approvals, etc./. 9th Preparation of a complete post-execution documentation, including the documentation for the purposes of final acceptance for technical supervision, fire brigade, sanitary and epidemiological services, the needs of the electricity supplier, the needs of the gas supplier. 10. obtaining all necessary documents confirming the correct execution of works.
