Description
The Republic of Uzbekistan has received financing from the World Bank toward the cost of the medium size cities integrated urban development project, and intends to apply part of the proceeds for consulting services.
The consulting services you need to provide should include development of:
- detailed design-estimates
- bid documents
- services for construction supervision for urban upgrading of the Kagan, Chartak and Yangiyul cities
The objectives of the consultancy project is to:
- complete an upstream technical review of the approved urban concept designs (Chartak and Kagan)
- define the scope of Kagan-Bukhara pilot Bus Rapid Transport (BRT) line
- participatory investment planning for 2 pilot mahallas (Yangiyul)
- prepare detailed designs and bidding documents
- construction supervision
The Detailed Designs should be based on accepted technology and engineering design and construction methods in accordance with the legislation of the Republic of Uzbekistan and the international norms and standards, as well as specifications and guidelines of the Republic of Uzbekistan.
Summary of Scope of Work:
This consultancy will be divided in two phases.
Phase I: Preparation of detailed designs and bidding documents.
The upstream preparation/validation work for Yangiyul Pilot Mahallas will include work like:
- analysis of the current state of infrastructure
- participatory identification of investment needs and priority investment program
- quick-wins for immediate implementation
- workable implementation strategy
- preliminary cost estimates of investments
- prepare an initial procurement packaging
The Chartak and Kagan technical review of integrated urban concept design will include work like:
- technical review
- validation of approved integrated urban concept designs
- review and validation shall focus on technical and not conceptual aspects
- proposed technical solutions described in drawings
- define the scope of Kagan-Bukhara pilot BRT line
- estimates and strategy for quick implementation
You will have to prepare detailed designs (DDs) for all three project cities.
As soon as the above listed preparatory works are completed, the Consultant will launch preparation of the DDs for all three cities. This task will include, but not limited to:
- conduct all necessary studies
- field surveys
- architectural surveys
- technical drawings of buildings
- detailed design dossiers for each city
- workplan for the completion of works
- documents required to obtain construction licenses and/or permits
The output of the Detail Design phase should include proposed procurement strategy.
You will also have to prepare bidding documents which will include work like:
- preparing bidding documents and bid evaluation reports
- procurement packages
The construction supervision work includes:
- supervise contracted works
- site supervision
- contractor liaison
- compliance with world bank safeguard policies
- review all interim payment requests
Phase 2: Support the PIU during the defect liability period (post-construction period)
This task may include activities such as, but not limited to:
- provide technical backstopping
The work is expected to last 12 months after the contract starts and 4 years for phase 2.
You should provide information to show you have the required qualifications.
Expression of interest should cover, but not limited to corporate profile, years in business, experience relevant to the project activities, key staff resources, and core business.
You can form a joint venture to enhance your qualifications.
