Description

On behalf of the Federal Republic of Germany, represented by the Niedersächsische Landesbehörde für Straßenbau und Verkehr, Geschäftsbereich Nienburg, the local construction supervision for the replacement of the Weser bridge Stolzenau B 215 shall be provided.The federal highway 215 runs from Glissen to Stolzenau as well as further via Landesbergen, Nienburg and Verden to Rotenburg. As a north-south connection in the Verden - Minden area (via the B 482 and B 61) and from Nienburg via the B 6 to Bremen and Hanover. Due to the local connections to the freeway network, the B 215 has a great importance for the supra-local economic, professional and leisure traffic. At km 0.427 (para. No. 90, station 0179), the B 215 is led over the Weser at river km 242.340. The present construction project comprises the new construction of the Weser bridge including the demolition of the existing structure. The resulting road relocation of the B 215 and the conversion of the junction B 215/L 351/K 63 into a so-called "small traffic circle" are not the subject of this invitation to tender.The existing structure is a three-span bridge with one pier, the new replacement structure will be designed as a single-span bridge.In the construction section, the speed is currently limited to 50 km/h in the course of the federal highway due to load-bearing capacity restrictions of the bridge.The construction section starts west of the junction B 215 /L 351 /K 63 at construction km 10+000 (section 80, station 1203) and is then led in a right-hand bend to the new traffic circle, then in a left-hand bend onto the new Weser bridge and then ends in a right-hand bend at the level of the access road to the gravel works at construction km 10+764 (section 90, station 826).A detailed description of the project can be found in the information document on the subject of performance.NOTE: Performance phase 8 will be awarded in a further VgV procedure. It is pointed out that the AG intends to award the contract separately and that therefore the service phase 8 and the ÖBÜ will not be awarded to one contractor.
1. local construction supervision for civil engineering structures1.1 Preparation of a personnel deployment plan and handover to the CL at the latest at the start of construction. Regular updating of the personnel deployment plan1.2 Plausibility check of the staking out1.3 Participation in the introduction of the construction contractor to the construction project (construction start-up meeting)1.4 Participation in all construction meetings and preparation of minutes1.5 Supervision of the execution of the construction work in accordance with HVA B-StB1.6 Keeping of a handwritten construction diary, documentation of the construction process (including photo documentation) (processing of photographic documentation) 1.7 Monitoring of the execution of the tendered services for compliance with the documents released for execution, the construction contract, the generally recognized rules of technology, the relevant regulations and laws and the specifications of the client1.8 Monitoring of the disposal of hazardous waste in the sense of the KrWG in accordance with the construction contract. Application of the electronic verification procedure (eANV) in accordance with NachwV using own signature card and reader.1.9 Participation in the monitoring of the contractually agreed dates and deadlines1.10 Immediate information of the site management about recognizable changes in the construction work contractually agreed between the construction contractor and the owner, including obstructions and interruptions of the execution as well as changes in quantities1.11 Monitoring the deployment of the other contractors for compliance with the other contractors named in the construction contract1.12 Documentation of obstructions and interruptions to execution as well as changes in performance/ or quantities in the construction diary1.13 Participation in the processing of contract amendments and supplements (presentation of facts, checking for completeness of supplementary offers)1.14 Time tracking of supplement processing1.15 Checking and evaluating the eligibility of supplements (written presentation of facts, checking for completeness of supplement offers) Supplements are to be processed immediately1.16 Requesting or arranging for suitability, self-monitoring, external monitoring and control tests and evaluation1.17 Joint measurements with the executing companies1.18 Examination of measurements, quantity calculations and invoices as well as other documents substantiating payment1.19 Updating of documents substantiating payment with regard to final invoicing and examination1.20 Partial invoices shall be examined, established and submitted to the Principal within 3 working days after receipt of the invoice. The examination and determination of final invoices shall be completed in such a way as to ensure that the final payment is made by the CL in due time, as provided for in § 16 No. 3 (1) VOB/B.1.21 iTWo construction invoicing: the construction invoicing shall be examined using the data processing system "iTWo". For this purpose, the contractors of the construction services shall also provide the data in digital format in accordance with REB VB 23.003 (DA 11) on data carriers for each progress bill and for the final bill.1.22 Participation in monitoring the testing of the functionality of the system parts as well as the entire system and in compiling the documents required in the construction contract (functionality of the bridge system prior to opening to traffic)1.23 Monitoring the execution of all supporting structures for compliance with the stability certificate1.24 Documentation of the construction process (including construction diary, photo documentation)1.25 Participation in the acceptance of services and deliveries1.26 Participation in acceptance tests required by the construction contract1.27 Participation in acceptance tests required by the authorities1.28 Monitoring of the clearing and recultivation measures of the construction site and the construction operation areas1.29 Supervision of the elimination of defects identified during acceptance of the services1.30 The local construction supervision is responsible, among other things, for ensuring that- no work is carried out for which execution documents approved for construction are not available,- no construction aids subject to testing are used that have not yet been tested and accepted,- all construction processes in which forces are introduced into the building ground or the structure are in accordance with the tested stability certificates,- the contractor fulfills his obligation in accordance with § 11 of the BDV-StB. The local construction supervision must intervene if the contractor violates the regulations on safety on the construction site, especially when the construction site is at rest or the work is interrupted. It is responsible for safety on the construction site if the individual structure has been accepted but the construction project as a whole has not yet been completed.- All violations or other significant circumstances or events discovered during construction supervision are to be recorded in the files, stating the day and hour. Special events, such as accidents, shall be reported by the employee in charge of construction supervision to the Construction Manager.1.31 The condition of paths, terrain surfaces and the like shall be determined - as far as necessary - together with the contractor and the building owners prior to the start of construction. The result is to be recorded in minutes and signed by the parties involved1.32 Immediate notification of the client in the event of destruction or alteration of fixed points of the national and special network or of fixed points of elevation1.33 Recording of damage to corridors, paths and other damage and immediate reporting of this to the client1.34 Special technical supervision of the companies carrying out the work, e.g. when carrying out pile-driving for shoring work
