Description

Construction Safety Officer – Vocational Training
An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
1. Definition of requirement:
The Correctional Service of Canada (CSC) has a requirement to provide vocational training to offenders to aid in their safe reintegration into the community. The work will involve the following:
Objectives:
The Contractor must provide a series of Construction Safety Officer Certificate course approved by  Provincial Regulatory body, such as Applied Science Technologists and Technicians of BC (ASTTBC), that will apply to various industries not just construction. Learning objectives from both courses can be applied throughout mining, manufacturing, oil & gas, office, agriculture, aquaculture, highways, forestry, film & television, hospitality & tourism, residential & commercial construction sectors. Upon successful completion of this training, offenders must have a valid 3 rd party certificate that will allow them to work as a Construction Safety Officer.
1.2 Tasks:

The Contractor must register the successful students with the appropriate authority and must ensure the delivery of all certificates to the designated Program Manager at the site where the program is delivered within 21 days of course delivery. A copy of the certificate must be provided to the Project Authority (PA) as evidence when invoicing in addition to a class roster with course results;
The Contractor must administer exams and/or competency-based assessments directly related to the skills and defined competency approved by Provincial Regulatory body, such as Applied Science Technologists and Technicians of BC (ASTTBC), for the Construction Safety Officer Certificate course;
The Contractor must provide all tools, materials and equipment relevant to the 10 day Construction Safety Officer Certification Course;
The Contractor must complete daily attendance reports and submit as requested by the Program Manager;
The Contractor must also report any concerns immediately to the designated Programs Manager at the site where the training is delivered and to the PA.;
The Contractor must report any breach in security as soon as possible;
The results of the final assessments for each participant must be submitted in an MS Word document to the designated Program Manager at the site where the training is delivered within five (5) business days of the program completion. The Contractor must provide a report assessing the following criteria: punctuality, attendance, interpersonal relationships, attitude, motivation, behaviour, effort, productivity and responsibility . The reports are a narrative of what they learned through the program and the response for each individual in the areas noted above;
Additional information to be provided with any invoice must include date and location of training sessions, number of participants, and number of successful completions;
The Contractor must ensure that proper safety and security are maintained within the teaching environment;
In the event of an incident or emergency the Contractor must submit an Observation Report prior to leaving the facility; 
The Contractor must also report any concerns immediately to the designated Programs Manager at the site where the training is delivered; and
Should a student be permanently removed from the class, the Contractor must complete an Offender Suspension from a Program Assignment report.

1.3 Deliverables:
1.3.1 The Contractor must provide:


Construction Safety Officer Certificate courses to approved standards set by Provincial Regulatory body, such as Applied Science Technologists and Technicians of BC (ASTTBC), to groups of offenders (no less than 8 per group and no more than 14 per group) at CSC institutions in British Columbia; 
Assessments of all students registered on the courses;
All tools, materials and equipment relevant to the Construction Safety Officer Certification Course;
Attendance reports;
The results of the final assessments for each participant;
With any invoice will include date and location of training sessions, number of participants, and number of successful completions; and
An observation report when required.

1.3.2 Paper consumption:
a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority.
b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest.
c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements).
1.4 Constraints:
The Contractor's representative(s) providing instruction must maintain a strictly monitored tools/equipment inventory at the site of delivery.
Detailed equipment/supply lists required for the delivery of the program and personnel security clearance forms must be pre-approved via submission to the project authority no later than 30 days prior to a program start date.
Institutional operational environments vary in terms of maximum classroom time per session with substantial break times often required to maintain institutional security protocol. Flexible scheduling must be anticipated and applied according to the operational requirements.
1.5 Location of work:

The Contractor must perform all work in English
1.7 Security Requirements:
This contract includes the following security requirements:

2. The Contractor/Offeror personnel requiring access to sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP/ISS/PWGSC.
3. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP/ISS/PWGSC.
4. The Contractor/Offeror must comply with the provisions of the:
a) Security Requirements Check List and security guide (if applicable), attached at Annex C;
b) Industrial Security Manual (Latest Edition).
2. Criteria for assessing the statement of capabilities (minimum essential requirements):
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
Experience : The Contractor’s resource must have a minimum of three (3) years experience, acquired in the past five (5) years, in facilitating the Construction Safety Officer Course.
Projects: The Contractor’s resource must have provided a minimum of three (3) courses in Construction Safety Officer approved by the Provincial Regulatory body, such as Applied Science Technologists and Technicians of BC (ASTTBC)
Professional designation, accreditation and/or certification:
The Contractor (Organization) must be registered/recognized by the Applied Science Technologists and Technicians of BC (ASTTBC).
The Contractor’s resource must be certified to deliver the construction Safety Officer Training.
3. Applicability of the trade agreement (s) to the procurement
This procurement is not subject to any trade agreement.
4. Set-aside under the Procurement Strategy for Aboriginal Business
This procurement is not subject to any set-asides for Aboriginal Suppliers.
5. Comprehensive Land Claims Agreement (s)
This procurement is not subject to a Comprehensive Land Claims Agreement.
6. Justification for the Pre-Identified Supplier
The pre-identified supplier meets all of the minimum essential requirements described in this ACAN.
7. Government Contracts Regulations Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection:
(d) only one person is capable of performing the contract.
8. Exclusions and/or Limited Tendering Reasons
The following exclusion (s) and/or limited tendering reasons are invoked under the section of the trade agreement (s) specified:
This procurement is not subject to any trade agreement.
9. Ownership of Intellectual Property
There are no intellectual property terms in the contract.
10. Period of the proposed contract or the delivery date(s)
The proposed contract is for a period of one (1) year, from 02-March-2020 to 01-March-2021 , with an option to extend the contract for three (3) additional one (1) -year periods .

The estimated value of the contract, including option(s), is $ $517,000.00 (GST/HST extra).
