United States - Comprehensive Strategic Communications Management Support Services

The requirement is for the contractor to provide comprehensive strategic communications enterprise management support services to the Deputy Chief of Staff, Warrior Care and Transition (DCS, WCT) in support of the Warrior Care and Transition Program (WCTP).  Specifically, the Contractor shall support development of precision program messages for each identified stakeholder category; development of original, compelling content to reinforce approved program messaging using modern story telling techniques; graphic design and web development, sustainment of both proprietary and non-proprietary media platforms, for publication and distribution of all approved content. The utilization of multi-media tools and techniques for effective use of national and international media interest during high-profile adaptive reconditioning events. Analytics to measure outcomes, and determine needed improvements.

The period of performance will commence 01 December 2019 and shall be for one (1) Base Year of six (6) months and three (3) 12-month option years.

All proposals will be submitted by 3:00 PM local time (Fort Belvoir, VA) on 11 October 2019 via e-mail only to carrie.a.lucas3.civ@mail.mil.

This is a competitive 8(a) set-aside. An award will be made based on a Lowest Price Technically Acceptable (LPTA) basis in accordance with FAR 15.101-2. The Government intends to award without discussions.
