Description

New Communities Street Drinking Outreach Pilot
This pilot is funded through the South Inner-City Local Drug & Alcohol Task Force
Community Response Ltd, Primary Alcohol Service, and CKU Centre for Counselling and Therapy are looking to evaluate their "New Communities Street Drinkers" action research pilot programme. The objective of the evaluation is to generate a document that will provide us with information on the work carried out, potential recommendations from the project and key learnings.
The pilot programme has the following brief; the proposal was in response to a recognised need to strategically address the health needs of street drinkers from new communities and to enable new communities with addiction and mental health issues to access treatment and support services.
This is a response to the recognised need to address the health needs of members of new communities, primarily the street drinking cohort. The aim is to utilise existing service skills and expertise. The New Communities (NCs) Assertive outreach service engaged with presenting alcohol and drug issues, worked with the person on assessing their level of need, developed a care plan or offered them information on relevant supports and services.
Tender Brief:
Aim: To produce a document that provides information on the work carried out, key learnings and recommendations. It is envisioned that this evaluation of the work will help and inform the SICDATF how to work more effectively with new communities to address the issues they face.
Primary Tasks/Objectives

To carry out a brief desktop review of relevant previous research in an Irish context- the programme facilitators can provide some direction with this
To carry out a desktop review of all of the data gathered to date- outreach questionnaires, data already submitted into Google tool for analysis
To draw from this raw data, the patterns, behaviours and attitudes of the participants concerning alcohol use and service needs
To examine the approach used and the model of intervention
To summarise from the above work any possible identified service user needs which can be used to inform the Task Force in its future planning and its response to emerging needs.

Note:
The methods used to obtain the information will rest with the researcher under the guidance and approval of Community Response, CKU and a representative of the SICDATF.
CANDIDATE SPECIFICATION
We are seeking a researcher who can demonstrate competence and experience in the following:

Proven experience on similar projects
Experience of producing high-quality research publications in the area of drug/alcohol policy.
Experience in mapping, audit and needs analysis
Knowledge of implications of National Drugs Strategy- Reducing Harm, Supporting Recovery
Experience of direct work / interviewing with vulnerable adults within the context of marginalised communities and ethnic minorities is preferable
Delivering completed research within an agreed timeframe

TIME FRAME:
We wish to have this work completed within a two-month timeframe and no later than the end of January 2020.
We are open to having conversations with interested parties as to how such a timeframe can be meaningfully structured, maximising the resources and time over the duration of the project.
REPORTING:
The successful candidate will be guided by a group representing Community Response, CKU and a representative of the SICDATF .
SUBMISSIONS
Tenders are requested from appropriately qualified and experienced researchers and should include all of the following:

Details of qualifications and experience of all researchers involved in the project.
Details of previous work undertaken, including relevant experience and knowledge.
Proposed process for the research. This would include a breakdown of days committed to project with a clear description of milestones with proposed dates- we envisage this piece of work to be 5 – 6 days
Details of two referees
Details of any current or recent piece of work of a similar project.
Please provide any other relevant information in support of the proposal.

CRITERIA
The decision to award this contract will be based on written submissions received from those who fulfil the requirements under the headings above for 'Candidate Specification' and elements of 'Submissions'.
Any potential conflict of interest must be clearly stated in the submission.
Community Response, CKU and a representative of the SICLDATF will be responsible for the selection of the appropriate person for this task. This may include an interview and a presentation if deemed necessary for the selection of the best candidate.
They will look closely at:

The candidate or organisation that best meets the candidate specification
The overall quality and feasibility of the proposal.
Cost and value for money.
Skill, expertise and experience of the consultant.
Ability to work within the required timeframe.
Ensure that the successful candidate will have a tax clearance certificate.

The successful candidate will work with members of Community Response, CKU and a representative of the SICLDATF to finalise agreed aims, objectives, methodology and expected outcomes before the offering of a contract.
We expect the tender to be priced at a maximum of €2,500, including all service charges and VAT.
