Description

The Zweckverband Breitbandversorgung im Kreis Plön was founded on 5 January 2015 in the district of Plön with the task of improving the supply situation with fast Internet connections in its member municipalities. The members of the Zweckverband are currently 46 municipalities in the district. In order to support the political will at federal and state level and to meet the needs of the population - especially in rural areas - it is intended, after completion of the main project, to expand the still underserved white spots in the remaining 5% of the network area (outer locations). It is also planned that the municipalities of Dobersdorf, Schellhorn and Wittmoldt will join the Zweckverband. In total, the present project to be implemented in the operator model concerns approx. 1,300 FTTB house connections (of which approx. 400 are holiday flats and 25 buildings for de-/ver/energy/radio supply), which are to be supplied via a network with a route length of approx. 250 km.the passive fibre-optic network to be established in these remaining areas for area-wide broadband supply is to be leased to an operator. The present invitation to tender is intended for the selection of the latter or for the award of the corresponding service concession. The central subject of the contract is the operation of an NGA broadband network and the supply of the underserved areas (so-called white spots) in the contract area. At the same time, bandwidths of at least 1 Gigabit/s must be reliably guaranteed for all households in the project area. In particular, the extension of the external sites of the existing network will require a transit through the existing network. Any planning and works contracts for the construction of the NGA network will be awarded in a separate invitation to tender and will not be the subject of this contract, in accordance with the European Union Guidelines on the application of State aid rules to the rapid roll-out of broadband (2013/C 25/01) of 26.1.2010.2013 and the Framework Regulation of the Federal Republic of Germany on Supporting the Development of Nationwide Next Generation Access (NGA) Broadband Services of 15.6.2015. The contracting authority intends to submit an application for funding in accordance with the Directive "Funding to Support Broadband Development in the Federal Republic of Germany of 22.10.2015", as amended, as amended on 15.11.2018. In addition, the client plans to apply for state subsidies under the Directive on the Co-financing of Broadband Subsidies by the Federal Government in Schleswig-Holstein (Co-financing Broadband Directive SH) of 14 May 2019 (Official Gazette SH 2019, 518). it is already pointed out that the above-mentioned guidelines, together with ancillary provisions and the corresponding grant notices, will form the basis of the lease agreement to be concluded with the commissioned company. The contract shall oblige the Contractor to comply with the requirements laid down in the respective notices, funding guidelines and ancillary provisions as they result from their respective current version. The current versions of the funding guidelines, the relevant ancillary provisions and the NGA framework regulation, which is also decisive for funding, are already made available to the participants in the annexes at https://www.dtvp.de/Satellite/notice/CXP4Y9CDH53/documents The award documents are made available to the bidders to be approved for this purpose at an electronic address in accordance with § 17 (1) KonzVgV in the course of the invitation to tender.
