DeltaPort GmbH & Co. KG (hereinafter DeltaPort) operates the city port of Wesel at Rhine kilometre 814/815. The town of Wesel is located on the lower Lower Rhine and within the north-western edge of the Ruhr area in North Rhine-Westphalia.DeltaPort, as the owner, has a plot of land with a size of approx. 12,000 m2 at its disposal in the area of the Wesel town port.Within the scope of the tendering procedure in question, a settler or, if applicable, several settlers are to be selected for this plot of land, who will operate it for the transhipment and storage of bulk goods. The property can be awarded as a whole or in parts. However, the allocation as a whole will be given preference and priority.
The City Port of Wesel is located on the Rhine River, the largest European waterway, in the immediate vicinity of the Wesel-Datteln Canal, the most frequented inland canal in Germany. This provides an ideal connection to the ARA ports (Antwerp, Rotterdam, Amsterdam) as well as in the direction of Southern Germany. Via the Wesel-Datteln-Canal and the Rhine, the entire German canal network and the Eastern and Southern European countries are optimally accessible.DeltaPort, as the owner, has a plot of land with a size of approx. 12,000 m2 at its disposal in the area of the Wesel City Port.Within the scope of the present tender procedure, a settler(s) is/are to be selected for this plot of land, which will operate it for the handling and storage of bulk goods. The property can be awarded as a whole or in parts. The land will be transferred to the settler(s) under a ground lease agreement(s) (each with the obligation to build and operate the contractually agreed structures and facilities in accordance with the port-related purpose of use - handling and storage of bulk cargo). The applicants/bidding consortia or bidders/bidding consortia (hereinafter referred to collectively as "bidders" irrespective of the status of the proceedings) will be examined in this respect for their suitability and for compliance with the minimum requirements for the settlement project.the property is located in the north-western area of the Wesel city port. It is located in the first row to the public quay and to the rail infrastructure of Wesel City Port ("port railway"). The latter is connected to the DB line Oberhausen-Emmerich via the supra-regional rail network at Wesel station. DeltaPort has its transhipment operations in the city port carried out via the quay and the port railway by a transhipment concessionaire selected in a Europe-wide tender. This transhipment concessionaire is obliged to offer the transhipment services to any interested customer without discrimination. The future leaseholder must also handle the handling volumes to be guaranteed under the ground lease contract through this concessionaire. The negotiated procedure is structured as follows:1.competition for participationDeltaPort will first conduct a competition for participation in the course of which the suitability of the interested bidders will be examined.2Indicative offerThe suitable bidders who have submitted an application to participate for the property or, if applicable, a part of the property will be invited to submit indicative initial offers. If only one settlement project guarantees full utilisation of the available area, negotiations will be given priority with this bidder. If several settlement projects guarantee full utilisation of the area or if none of the settlement projects covers the entire approx. Insofar as several settlement projects can be realised side by side, DeltaPort reserves the right to enter into negotiations with the bidder whose settlement project would still be possible in addition to that of the best bidder. If several secondary projects can be realised in addition to the project of the best bidder, the selection will be made on the basis of the evaluation result ("Best Side Bidder").3. negotiationsThe best bidder (and, if applicable, the Best Side Bidder) will receive an invitation from DeltaPort to commence negotiations and the bidder will be informed of the start of the reservation period. The Best Bidder may submit a notarised offer to DeltaPort on the final negotiated version of the leasehold contract until the expiry of the reservation period.
