Barbados - Capacity building consultancy

Description

The consultancy is wanted to:

- strengthen the institutional capacity of Ministry of Transport, Works and Water Resources, and authorities under its control, in policy, strategic planning, management, legislative and regulatory framework, quality control and safeguarding for all transport and works sub-sectors
- increase productivity in the road and infrastructure sectors through improved forms of contracting such as Public-Private Partnership (PPP), performance-based contracts, framework contracts, community contracting and area management contracts
- support private contractors through making preparations for converting the mechanical workshop into a commercial cost centre
- facilitate identification, preparation, management and implementation of donor co-funded programmes
- identify and implement institutional and organisational changes necessary for starting the process of commercialisation of the road sector
- facilitate the development of the local construction industry through deliberate policy and strategic actions
