NOTICE TO ALL INTERESTED OFFERORS:
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation number is ID07190086. This solicitation is being issued in accordance with FAR Parts 12 and 13.
This is a non-personal, commercial services requirement being competed on an unrestricted basis. The applicable North American Industry Classification System (NAICS) Code is 488190, Other Supportive Activities for Air Transportation and the small business size standard is $35 million.
The General Services Administration (GSA), Federal Acquisition Services - Region 7, intends to issue a solicitation for a contract to provide aircraft relocation services to support the 502d Trainer Development Squadron/Trainer Development (502D TDS/TD).
A C-130H is currently located at the 179th Airlift Wing, Mansfield, OH. Current efforts will allow a final flight from Mansfield, OH to the Frederick Municipal Airport located in Frederick, MD. The C-130H will aircraft will have to be relocated to Fort Detrick (B side) to be converted into an Aeromedical Test and Training Platform for Air Force Evaluation Support Activity (AFMESA). AFMESA provides rapid operational test support to enhance the capabilities of deployed and fixed facility medical personnel. This conversion will ultimately provide realistic aeromedical configuration, testing, and training.
The objectives of this effort are:
·Receive, under a performance-based, FFP arrangement, highly reliable and secure technology based services defined herein, ensuring support that meets or exceeds customer requirements and expectations.
·Logistics/Integration - Relocation of the C-130H Trainer Fuselage.
·Personnel - Provide a proper skill mix, experience, and required number of qualified personnel.
·Organizational processes - Provide internal controls, management oversight, and supply support.
The Contractor shall: 1) Disassemble as needed for transport, 2) Prepare C-130H Trainer fuselage for relocation, 3) Transport C-130H Trainer fuselage to its new location, 4) Reassemble C-130H Trainer fuselage, 5) Remove C-130H Air Force Save List items and return to Air Force supply system described in the Performance Work Statement (PWS).
All interested offerors will be required to submit their quote via GSA's IT Solution Shop (ITSS) web-based order processing system. Quotes will only be received and awarded via ITSS. In order to register, please contact the ITSS Help Desk number at 1-877-472-4877 or register online at the ITSS webpage: https://portal.fas.gov.
The solicitation is posted via FBO.gov; however, offerors must also register to receive the solicitation information via ITSS, utilizing the following guidance:
Offerors shall use IT Solution Shop (ITSS) to receive the RFP and all amendments, as well as submit its quote through the system. To receive the RFP and submit a quote for consideration for award, all interested offerors must: send GSA an email identifying (1) offeror's name, and (2) the name of an individual employee who will act as the offeror's GSA point of contact (POC) for this requirement that is "registered in IT Solution Shop (ITSS)".OFFERORS MUST IDENTIFY THE COMPANY NAME OF THE OFFEROR AND THE POC'S NAME EXACTLY AS IT APPEARS IN ITSS. "Registered in ITSS" or "Registration in ITSS" means a vendor is successfully registered in ITSS such that the Government can select offeror's designated POC in ITSS to receive the RFQ, view an order, and be able to submit a quote. Some offerors have multiple company divisions and employees registered in ITSS making it difficult for GSA selection. Therefore, to ensure that all interested offerors have successfully registered in ITSS and are able to submit their proposal, submission of the above ITSS offeror information (offeror's name and POC) is required five (5) business days prior to RFP closing date. An email must be sent to kervin.dupart@gsa.gov.
Any questions regarding this procurement shall be sent via e-mail to the Contracting Officer at kervin.dupart@gsa.gov with the subject line "RFP Questions on SOLICITATION #ID07190086," no later than September 9, 2019 12:00 PM CST.
The proposal closing date in ITSS is September 26, 2019 at 8:00 AM CST. An extension to the RFP closing date and time will not be granted due to an offeror's late registration in ITSS. Any proposal received by GSA after the closing date/time is late and will not be considered for award.
