The Territorial Support Department wishes to continue and expand the work of Territoires conseils, particularly the thematic support approaches through the provision of expertise and advice. These services should make it possible to strengthen the effectiveness of TC's interventions in the territories, by giving the department the means to increase its action and to deal with new subjects, resulting in particular from territorial reforms and changes in the institutional or regulatory environment of local authorities (ecological transition contracts, Mobility Orientation Act for example). Expertise and consulting services also make it possible to grasp new issues faced by local authorities. The challenges of reviving territories affected by the Covid-19 health crisis will also change priorities and will result in increased support from the Banque des Territoires.
The aim of the package is to implement a prospective approach for social vitality with EPCI wishing to be supported by Territoires conseils. The purpose of the package is to strengthen the support capacities of the Banque des territoires for local authorities in the local block that request methodological support in the framework of the development of a co-constructed territorial or inter-territorial project approach. It should be noted that this package is complementary to the actions supported by the Small Towns of Tomorrow programme, carried out by the Department of the Banque des territoires network, or to the actions carried out using the resources provided by the Sit thematic packages (ecological transition, economic development), or to the co-financing of studies by the Banque des territoires' Regional Departments in support of territorial initiatives. The main purpose of the mission is to support the territories in their reflection on their sustainable development strategy and its implementation, in particular by relying on the renewed Ddmarche®. The purpose of the mission is to support elected officials and technicians in the territories to provide them with tools and training in methods and methods for consultation, dialogue with citizens and communication on the sustainable development actions they carry out. The aim of the package is, in accordance with the methods devised and developed by Territoires conseils in this area of competence, to continue and develop: - information campaigns on theories and practices concerning public finance, taxation and financial analysis for elected municipal and inter-municipal representatives; - actions to support the definition and implementation of a financial transparency approach agreed between elected representatives, in connection with the community development project. The purpose of the package is to support the reflections and actions of new communal and intermunicipal elected officials who wish to understand the major issues of the coming mandate, the legal environment in which they are evolving, to change their scope and/or their competences, to modify the nature and/or the legal structure of their intermunicipality, according to the methods constructed and developed by Territoires conseils in these fields of competence. The purpose of the contract is to support elected representatives of municipalities and inter-municipal bodies who wish to set up mutualisation schemes and tools and/or financial pacts according to the methods constructed and developed by Territoires conseils in this area of expertise. The purpose of the contract is to be able to strengthen the engineering capacities of territories and elected representatives in the field of public policies in favour of mobility in low-density sectors.
