Description

The Renewable Expansion Act (EAG) provides for the expansion of renewable gas based on the granting of investment subsidies for the construction or conversion of plants. The planned expansion is to be carried out by the Renewable Gas Service Agency. The subject of this procurement procedure is the conclusion of a fixed-term contract with an extension option pursuant to Section 64 of the Renewable Energy Act with a nationwide service agency for renewable gases to perform the tasks specified in the Renewable Energy Act.
The Renewable Gas Act provides for the expansion of renewable gas on the basis of the granting of investment subsidies for the construction or conversion of plants. The planned expansion is to be carried out by the Service Agency for Renewable Gases. As an interface for market players (producers, suppliers, financial service providers and others), the Service Agency for Renewable Gases is to bring together supply and demand and offer support for project applicants. It shall also monitor the newly established market for renewable gases and report and make recommendations to the Federal Minister for Climate Protection, Environment, Energy, Mobility, Innovation and Technology, the market participants and, if necessary, the public on its developments. In addition, this reporting and transparency function is intended to support development so that a viable and credible supply of renewable gases can be built up and established for the benefit of consumers. The subject of this award procedure is the conclusion of a contract pursuant to Section 64 of the Renewable Energy Sources Act (EAG) with a nationwide service agency for renewable gases to carry out the tasks specified in the EAG. The contract is to be concluded for a limited period of five years. A one-time extension of the contract by the Federal Minister for Climate Protection, Environment, Energy, Mobility, Innovation and Technology for up to five years is permissible. The future contractor must be notified of the extension at least six months before the contract expires.The central tasks of the Service Agency for Renewable Gases include, in particular, the provision of information and advice to producers or generators of renewable gases; the establishment of an electronic platform that promotes the exchange of supply and demand for financial services between producers or generators of renewable gases and providers of financial services; the preparation of criteria for model contracts that are to be made available or accessible to producers or generators of renewable gases for their contracts for the purchase of the renewable gas with the suppliers and with the providers of financial services; the monitoring of the market for renewable gases and the preparation of a market report including proposals for further development, which is to be submitted once a year to the Federal Minister for Climate Protection, Environment, Energy, Mobility, Innovation and Technology; the identification of locations and potentials that are technically and economically suitable for further investments in the field of renewable gas; the maintenance, updating and publication of a list of obligated suppliers in the event of the introduction of a green gas quota as well as the maintenance, updating and publication of a list of producers or generators of renewable gases.
