The award comprises the continuous communication consulting of WDR, the director and the management by at least 2 experienced consultants in the team, who act both internally (employees) and externally (public) in close coordination with the ARD presidency and develop, set up and accompany suitable communication strategies and plans during their implementation. A permanent availability of the consulting team and the personal provision of the communication consulting services by them are assumed. In the time of the ARD presidency in 2020 and 2021, extensive additional communication services are to be expected, which go far beyond the usual extent. In particular, the publication of the 22nd KEF Report in 2020 must be accompanied by communication, as critical reporting in other media is to be expected here in particular. At the same time, there will be intensive political debate on the mandate and equipment of public service broadcasting. This goes hand in hand with questions of identity and legitimation of public service broadcasting. The main focus of the communications consulting services is on topics relating specifically to public service broadcasting and dealing with communications challenges. In detail, the services to be procured can be roughly described as follows:- strategic consulting and operational support for and during the ARD presidency in the years 2020 and 2021. This includes in particular the communicative accompaniment of the 22nd KEF Report as well as the identification of further powerful topics, which are to be communicated during this time in a target-group oriented manner. The instrument for this is a forward-looking agenda with suitable dynamic instruments, the implementation of which is evaluated and can be adapted at short notice if necessary,- advising the WDR, the director and the management in crisis situations. This includes the creation and implementation of an integrated and cross-media internal and external communication strategy. On the basis of a well-founded analysis of the current situation and target groups, suitable and efficient dynamic instruments are to be identified and a mix of measures (e.g. press releases, newsletters, interviews, training courses, social media concepts, newsletters, etc.) is to be worked out and implemented in parallel with the process,- Partial and strategic conceptual support for the communications department of WDR, in particular the creation and implementation of an integrated communications strategy which incorporates the findings and results from crisis experiences and the special topics of public service broadcasting with an update and evaluation of the corresponding measures.Due to the special features of the communications consulting services described above, which are based on one another and overlap in many areas, they are to be awarded in their entirety without a division of individual service packages into lots on the basis of a framework agreement for a period of 2 years with an option to extend them for a further year.
