Description

The subject of the contract is the supply of 1 500 sets of external bulletproof vests, including: a) supply of 1 000 sets of the above mentioned vests as part of the basic contract; b) supply of a maximum of 500 sets of the above mentioned vests as part of the contract covered by the option right.2 External bulletproof vests must be identical, brand new and manufactured not earlier than 2019, and must meet all requirements specified by the Ordering Party.3 The minimum required warranty period for the ballistic resistance of external bulletproof vests is 10 years. The warranty period granted by the Contractor for the ballistic resistance of the offered external bulletproof vests is the criterion for evaluating the offers.4. The minimum required warranty period for other usable elements of external bulletproof vests is 3 years. The warranty period granted by the Contractor for other utility elements of the offered external bulletproof vests is the criterion for evaluating the offers.5 The performance of the contract is covered by the requirements of the Act of 17.11.2006 on the system of conformity assessment of products intended for the needs of national defence and security (i.e. Journal of Laws of 2018, item 114) and executive regulations issued on its basis. The Director of the Institute of Security Technology "Moratex" with its registered office in Łódź, M. Skłodowskiej-Curie 3, POLSKA.6, is the authority responsible for supervising the activities related to the product being put into service on behalf of the Minister of Internal Affairs and Administration. The Contracting Authority, acting pursuant to Art. 24aa of the PPL Act, will first evaluate the bids and then examine whether the Economic Operator whose bid has been assessed as the most advantageous, is not subject to exclusion and meets the conditions for participation in the procedure.7The Contracting Authority will invite the Economic Operator whose tender has been awarded the highest score to submit within the set time limit, not shorter than 10 days, a document confirming that the deliveries offered meet the Contracting Authority's requirements, i.e. a document confirming that the supplies offered meet the required level of ballistic protection by a ballistic contribution, which will be used to manufacture the offered external bulletproof vest (e.g. certificate of conformity or test report), whereby: a) this document must be issued by an accredited body - in accordance with the provisions of Regulation (EC) No 765/2008 of the European Parliament and of the Council of 9.7.2008. - b) the Contracting Authority accepts the above mentioned document issued for a body armour in which the ballistic contribution is made of ballistic material identical to the material to be used for the ballistic contribution of the external ballistic protection vest offered, and which has the ballistic protection level required by the Contracting Authority; c) the required ballistic protection level of the ballistic contribution for the external ballistic protection vest is defined in the description of the subject of the contract (technical specifications for the external ballistic protection vest). The above-mentioned documents should be submitted in the original in the form of an electronic document or in an electronic copy of the document certified by the Contractor as being in conformity with the original. Certification of conformity with the original of the electronic copy of the document shall be made by means of a qualified electronic signature of the person(s) authorized to represent the Contractor. The subject matter of the contract is the delivery of 350 sets of indoor bulletproof vests, including: a) delivery of 250 sets of indoor bulletproof vests as part of the basic contract; b) delivery of maximum 100 sets of indoor bulletproof vests as part of the contract covered by the option right.2 The indoor bulletproof vests must be identical, brand new and manufactured not earlier than 2019, and must meet all requirements specified by the Ordering Party.3 The minimum required warranty period for the ballistic resistance of indoor bulletproof vests is 10 years. The warranty period granted by the Contractor for the ballistic resistance of the offered internal bulletproof vests is the criterion for evaluating the offers.4. The minimum required warranty period for other usable elements of internal bulletproof vests is 3 years. The warranty period granted by the Contractor for the remaining functional elements of the offered internal bulletproof vests is the criterion for evaluating the offers.5 The performance of the contract is covered by the requirements of the Act of 17.11.2006 on the system of conformity assessment of products intended for the needs of national defence and security (i.e. Journal of Laws of 2018, item 114) and executive regulations issued on its basis. The above-mentioned documents should be submitted in the original in the form of an electronic document or in an electronic copy of the document certified by the Contractor as being in conformity with the original. Certification of conformity with the original of the electronic copy of the document shall be made by means of a qualified electronic signature of the person(s) authorized to represent the Contractor.
