The Bureau of Engraving and Printing (BEP) is issuing a Sources Sought to determine if there are any Service Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB), Women Owned Small Business (WOSB), 8(a), Historically Underutilized Business Zone (HUBZone), or Small Business (SB) to support the operation of the Western Currency Facility Tour and Visitor Center (TVC) in Fort Worth, TX. A draft Performance Work Statement (PWS) is attached.
This is a request for planning purposes and information only, and does not constitute an Invitation for Bids, Requests for Proposals, Quotations. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offeror's ability to respond to any future synopsis/solicitation, which may or may not follow or restrict the U.S. Governments eventual acquisition approach. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding to this notice.
Performance Work Statement: This is a non-personal services contract to provide operations for the Fort Worth BEP TVC. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to support the operation of the TVC, to include tour and retail sales operations, transportation services, operational duties with the information desk, two floors of exhibits and displays, theater and film operations, and all other requirements as defined in this PWS except for those items specified as government furnished property and services (see attached draft PWS).
No formal solicitation document exists at this time. The proposed NAICS code is 561520 Tour Operators, and the business size standard is $19 million.
Specifically, BEP is interested in businesses that are able to perform the requirement as stated in the PWS. Those interested are requested to provide a capability statement of their businesses ability to perform the PWS, including the name of the business, DUNs number, and responses to the specific questions listed below.
1) Are you able to support the full operations of the TVC to ensure that all requirements (e.g. fully trained personnel, crowd control, operation of equipment, uniforms, etc.) are properly performed?
2) Are you able to provide safe, reliable, clean, and timely transportation services to transport visitors to/from the BEP transfer station and TVC?
3) Are you able to staff the information desk greeting visitors upon their arrival and relate TVC offerings including special needs and accessibility information; answer phone calls, and address inquiries?
4) Are you able to become fully knowledgeable of the two (2) floors of exhibits and displays so as to independently operate the equipment, answer visitor questions, and educate the visitors about their content upon completion of the two-month Phase-In Period?
5) Are you able to independently operate the theater audio-visual equipment and educate the public on the film's content?
6) Are you able to support all aspects of the TVC tour operations, to include a self-guided tour walkway, tour spiels, and tour wand equipment?
7) Are you able to support the full scope of the retail sales operations, to include: maintain adequate inventory stock levels, receipt of products, product pricing and display, product setup and maintenance, public point-of-sales, inventories, reconciliations, and deposits?
8) Are you able to assemble informational packets, to include educational materials and bags of shredded currency for public distribution during special Government-organized promotional events throughout the year?
9) Are you able to provide key personnel to serve under this contract to oversee the following three services: 1) tour operations, 2) retail sales operations, and 3) transportation operations?
10) Are there any requirements in the PWS that do not follow commercial practices or that would require your company to take an exception to this requirement? Please provide this information.
At this point in the procurement process the BEP is performing market research to determine the interest of SDVOSB, VOSB, HUBZone, 8(a), WOSB and SB. Information shall also include: Name of your Company, POC name, phone numbers, email address, SAM certification, and indicate the Socio-economic status i.e. SDVOSD, VOSB, HUBZone, 8(a), WOSB and/or Small Business, if claiming SDVOSB and VOSB please provide VetBiz certification.
