Description

The subject matter of the contract is the performance of banking services for the budget of the Municipality of Elbląg and organizational units subordinate to the Municipal Council in the period from 1 October 2021 to 30 September 2023.
1. The scope of the contract:1) Opening and maintenance of bank accounts in PLN,2) Maintenance of bank accounts in foreign currencies,3) Execution of transfer orders in PLN to accounts in other banks in the country,4) Execution of transfer orders in PLN to accounts in other banks abroad,5) Execution of transfer orders in foreign currencies to accounts in other banks abroad,6) Acceptance of cash deposits in PLN,7) acceptance of payments in foreign currencies,8) effecting cash withdrawals in PLN,9) effecting withdrawals of foreign currencies,10) confirmation of the balance as at year-end,11) opening and maintaining a short-term overdraft facility up to the amount adopted in the budgetary resolution for a given fiscal year,12) providing access to an electronic banking system enabling, in particular making transfers, including the use of the option to transfer funds by sorbnet and elixir, obtaining information on the history and status of accounts, adding users, assigning rights, establishing bank accounts, the possibility of disposing of the service of zeroing bank accounts, unblocking token cards, changing the limits of payment cards, checking deposits and withdrawals throughout the duration of the contract, searching for details of a payment that cannot be identified on:- 10 computer workstations at the City Hall,- 61 computer workstations at establishments serviced by the Elbląg Shared Services Centre,- 64 computer workstations at the Elbląg Shared Services Centre,- 26 computer workstations at other establishments subordinate to the City Council throughout the term of the agreement,13) supply and service of payment cards,14) provision of the function of automatic identification of incoming payments,15) Bank account zeroing service,16) Issuance of a set for user authentication,17) Daily bank statements made available in electronic form,18) Issuance of blank cheques,19) Certification of signature reliability service with a specimen signature card,20) Provision of bank account history upon request,21) Change of specimen signature card,22) Installation and provision of 2 automatic teller machines with software (cash dispensers).The Contracting Authority hereby informs that he does not intend to award a contract referred to in Art. 214 par. 1 item 7 of the PPL Act.c.d. entries from section II.2.14:The file (original guarantee or surety, in electronic form) shall be submitted with the tender by means of the Form for submitting, modifying, withdrawing a tender or an application available on ePUAP and also made available on the mini Portal.c.d. entries from section VI.3:If an Economic Operator has a seat or place of residence outside the territory of the Republic of Poland, instead of documents mentioned in section VI.3 point 3 item 1, 3-5 of the publication - shall submit the documents specified in § 4 of the Regulation of the Minister of Development, Labour and Technology of 23 December 2020 on subjective evidence and other documents or statements which the Contracting Authority may demand from the Economic Operator (Journal of Laws 2020, item 2415).
