Objective for lot 1 – 'Design and implementation of awareness raising campaigns':ENISA organises annually numerous awareness and promotion activities around cybersecurity topics and best practices. The aim is to collaborate with companies of multidisciplinary profiles that can offer numerous services linked to the different stages of an awareness raising campaign on cybersecurity.This lot will conclude with the award of minimum three framework contracts to successful bidders with actual projects being tendered via ‘Re-opening of Competition’ (RoC) over the next three years.Objective for lot 2 – 'Digital communications services':ENISA requires support for its digital communications including design of related communication campaigns and plans, digital mapping, production of content and digital assets, campaign implementation and dissemination. ENISA seeks to find one suitably qualified contractor to support the implementation of its digital communication strategy over four years.
ENISA organises annually numerous awareness and promotion activities around cybersecurity topics and best practices. The aim of this framework contract is the collaboration with companies of multidisciplinary profiles that can offer numerous services linked to the different stages of an awareness raising campaign on cybersecurity.One of the flagship campaigns of the Agency is the European Cybersecurity Month (hereafter referred to as ECSM). The ECSM is the EU’s annual awareness campaign that takes place in October and aims to raise awareness of cyber security threats, promote the importance of cyber security among citizens and businesses and provide up to date security information through education and sharing of good practices.Another campaign, which should become a regular item in the ENISA AR programme, is an awareness raising campaign on cybersecurity certification. Similarly, ENISA is organising dedicated campaigns for Cybersecurity for SMEs, which will have a regular character as well, linked with the individual activities under the ENISA SPD.It is envisaged that the following topics could be tendered in 2022 to the successful framework contractors:• design, implementation/execution and evaluation/lessons learned of the large or small scale campaigns (i.e. ECSM, Certification, SME cybersecurity);• strategic communication of large or small scale campaigns;• design and monitoring of impact metrics of large or small scale campaigns;• design and implementation of promotional and/or educational campaigns;• selection of communication channels suitable for target audiences and their regular re-calibration of the communications’ plan based on performance metrics;• setting and keeping channels alive during the campaign through disseminating promotional material and content;• creative content creation adapted to each media/channel;• development of educational/informational/promotional material The purpose of this call for tenders is to provide support for ENISA’s digital communications including design of related communication campaigns and plans, digital mapping, production of content and digital assets, campaign implementation and dissemination. By means of this call for tenders ENISA seeks to find one suitably qualified contractor to support the implementation of its digital communication strategy by providing the services as stipulated in the Technical Specifications.The services requested under this contract are designed to complement the broader communications strategy and aim to achieve the following objectives:• generate wide awareness of cybersecurity and ENISA’s activities;• position ENISA, as the key source of information on cyber matters in the digital sphere across Europe;• energise and nurture audience online engagement, by including Brussels-based stakeholders online (MEPs, key-decision and policy makers), social media cybersecurity influencers and professionals/students in the cyber field;• create digital advocates for ENISA;• in case of crisis communications, disinformation, or reputational issues more broadly–support and advise ENISA to leverage its digital presence; provide support to also o understand what is being said and by whom (source of information) and if necessary, react and disseminate messages
