The USDA Animal Plant Health Inspection Service, is conducting a Market Survey for the, Plant Protection and Quarantine, Aircraft and Equipment Operations Program located in Edinburg, TX . We are looking for a refinery of distributor  to supply Aviation Fuel 100 Low Lead, to support aircraft operation.
 
TYPE OF CONTRACT
The Agency has approved the purchase of 80,000 gallons of Aviation Fuel 100 Low Lead under a 3 year Blanket Purchase Agreement (BPA).
PLACE OF PERFORMANCE
The Aviation Fuel 100 Low Lead will be delivered to USDA APHIS PPQ, Aircraft and Equipment Operations, Moore Airbase, 22675 N. Moorefield RD. Edinburg, Texas 78541.
PERIOD OF PERFORMANCE
Period of Performance will be under a 3 year Blanket Purchase Agreement (BPA)
from date of award.
ACCEPTANCE CRITERIA
The Government will have up to ten working days to provide written comments on the service provided. The contractor will have five working days to provide and correct any deficiencies based upon the Governments' comments.
REPLACEMENT PARTS and EQUIPMENT.
The contractor shall provide all equipment to deliver the aviation fuel at no additional cost to the Government. Non-availability of equipment is not an excusable delay for not completing work within requested time frames.
CONTRACTOR QUALITY CONTROL
The contractor shall establish and maintain a Quality Control Plan to ensure that the quality of service and materials provided meet or exceed the specifications, terms and conditions of this contract. At the discretion of the Government an inspection of the contractor maintained equipment will be conducted by the technical point of contact.

This is not a request for competitive proposals, but instead a market research method to determine interested sources. No requests for capability briefings will be honored as a result of this notice. The Government will not award a contract based on the information received, nor reimburse participants for any capability documentation/information or materials submitted.
