THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, FEDSIM is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
The FEDSIM organization within the Assisted Acquisition Service Organization of GSA's Federal Acquisition Service has been commissioned by client organizations to establish a multiple award IDIQ contract program to support existing and future requirements. The program is code-named ASTRO. The ASTRO program is embarking on gathering formal market research in support of this IDIQ contract for operations, maintenance, readiness, development, research and development, hardware, and systems integration of manned, unmanned, and optionally manned systems, robotics, and platforms, as well as the services that support those systems, robotics, and platforms within the realm of Intelligence, Surveillance, and Reconnaissance (ISR). This includes, but is not limited to, services for data collection, data analysis, data visualization, and automation. These ISR systems, robotics, and platforms may be based on land, air, sea, and/or space.
The scope of ASTRO would also cover the maintenance and repair of all manned, unmanned, and optionally manned systems, robotics, and platforms, as well as the equipment that supports those systems, robotics, and platforms. These systems, robotics, and platforms may be based on land, air, sea, and/or space.
This is a FEDSIM-only use contract solution. This is not a Government-wide contract. The immediate application of this contract solution will address requirements of the Department of Defense and especially the requirements of the Combatant Commands of the US Department of Defense. The contract solution, however, may be used to satisfy the needs of any FEDSIM client with in-scope requirements. These requirements represent a significant amount of spend that is anticipated to increase over the coming years. The contracts are planned to support a 10 year ordering period.
In support of this effort, the ASTRO Program Office is requesting information from Industry in order to identify potential suppliers and begin the collaboration process with Industry as we progress along the acquisition timeline. Interested parties are encouraged to fill out our survey at https://feedback.gsa.gov/jfe/form/SV_bxsmL752AsAGLeR
We will continuously post updates here at FBO. While we would like to see submissions provided by midnight of May 31, 2019, submissions may be provided anytime until when/if a pre-solicitation notice is issued for ASTRO.
The ASTRO Team currently consists of the following individuals:
Todd Richards - ASTRO Program Manager
Valerie Bindel - ASTRO Contracting Officer
Tommy Thomas - ASTRO Contracting Officer
Catherine Renfro - ASTRO Contract Specialist
Thank you for your participation in this exciting endeavor. We very much look forward to hearing from you.
