Within the framework of its Patrimonial Strategic Plan, the AUVERGNE HABITAT Company envisages the global rehabilitation in occupied site of the group LA GLACIERE 2 in CLERMONT-FERRAND.
The project management mission envisaged is of a complete type including all the missions (base+exe+OPC): diagnostic studies, pre-project studies, project studies, awarding of work contracts, execution studies, management of work contracts and exe, assistance for the reception and perfect completion, OPC mission. The possibility of using a general contractor is envisaged. It is up to the project manager to present a complete team adapted to the project. This project aims at the global rehabilitation in occupied sites of 199 dwellings of the group LA GLACIERE 2 distributed on 18 cages as well as the demolition of 2 cages including 18 dwellings in total.the project manager will be in charge of the realization of a complete initial diagnosis in collaboration with the contracting authority. This diagnosis will take into account the technical elements allowing to refine and optimize the cost of the rehabilitation project program, a reduction of the charges for our tenants, an increase of the attractiveness of the residence and the dwellings, and an optimization of the global maintenance cost. Following the diagnostic phase, it will be necessary to study the most judicious solutions aiming at a significant improvement of the thermal functioning of the buildings, validated by the obtaining of the label BBC renovation PROMOTELEC or another label with the choice of the Owner and according to the regulation in force. The problems related to the presence of asbestos will have to be treated within the framework of this project. The envelopes of the buildings will be insulated, including change of the external joineries, and reworked architecturally in order to modify significantly the image of the group and to obtain a result suitable for the environment. An interior renovation of the apartments will be carried out, with renovation of the wet rooms (floors, walls, ceilings), replacement of all sanitary appliances (sinks, shower/bathtub, sinks, toilets; including complete faucets) and replacement of the waterfall columns. The project also includes making the electrical equipment in the common and private areas safe, improving fire safety, ventilation of the apartments, acoustics of the apartments, a diagnosis and possible repair of the distribution and evacuation of cold water, hot water and heating in line with the BBC renovation objective, including a contractual commitment to a level of energy efficiency improvement. Particular attention will be paid to the management of the heating production and distribution system, networks and diffusers with analysis of the relevance of the use of renewable energies. Within the framework of this mission, the creation of balconies and the addition of elevators on the 3 cages of the type J buildings will also be studied, as well as a heavy renovation on the type D buildings. Indeed, on this typology of building it will be advisable to propose a solution allowing the installation of elevator but also a creation of balconies accompanied by an extension of the stays. All of the work is accompanied by a treatment of all the common areas, external circulation at the foot of the building as well as a reflection on the overall improvement of the exteriors with the aim of requalifying them and enhancing the existing landscaping elements.
