Description

The present contract concerns the study of the redevelopment of the PED logistics platform in Aubange, a logistics platform on which the Athus Container Terminal (TCA) is located. The mission of the Athus Container Terminal (TCA) is to manage the logistics linked to the inland transport of maritime containers by the rail-road combination between the North Sea ports and the Saar-Lor-Lux region. Through the multimodal rail-road combination, the TCA ensures a smooth and secure transport of maritime containers:- between the North Sea ports: Antwerp - Zeebrugge;- and the Saar-Lor-Lor-Lux region - Lorraine - Grand Duchy of Luxembourg - Belgian Luxembourg (Saar-Lor-Lux).In addition to the transport of maritime containers, the TCA:- organises all types of combined road-rail transport: bulk, conventional goods, pallets, swap bodies, etc.;- offers complementary services: stuffing, unpacking, repairs, packaging, customs, etc. The impact of the TCA's activity on road traffic is significant. The impact of the TCA's activity on road traffic is significant, as its most important mission is to contribute to the reduction of congestion on motorways. TCA trains carry 55,000 units per year, the equivalent of 55,000 trucks avoided on Belgian motorways. The trains which will soon be running from France will also be routed by rail to the ports of Zeebrugge and Rotterdam. It should be noted that work is currently under way on the construction of a rail link of +/- 875 m. This link will open up the Athus station and link the TCA to the French network, via the creation of line 165/3 "connection from Athus station to France to Mont-Saint-Martin station". The TCA's Board of Directors has adopted the company's vision and development plan for the next ten years (doubling the volumes handled by 2028). The vision must now be evaluated and budgeted for in order to validate the directions to be taken. In order to achieve the objectives set, the site will have to evolve while also enabling it to further develop its influence at the level of the logistics platform of the developing country. In terms of the developments needed to achieve the objectives set, the TCA will have to evolve towards a rail hub type structure, which will require new storage areas, new internal tracks, new equipment, a reorganization of mobility on the site, the demolition of buildings, a rest area for supplier carriers, etc. The present market is structured in tranches. The firm tranche aims at translating the 10-year development vision of the TCA into a master plan, which should make it possible to maximise the benefits for the entire logistics platform (related activities and logisticians in the direct vicinity of the TCA). It will then be a classic mission of project author for the implementation of the validated project, structured in conditional tranches. For this purpose, the project team will be composed in accordance with the requirements set out in point 4 in order to be able to develop the site in operational, environmental, biodiversity and aesthetic terms. A better integration of the site in its direct environment is also desired, while taking care to reduce nuisances for the neighbourhood (noise, lighting, truck traffic, etc.) and a better management of the seams with the city. In particular, the conclusions of the acoustic and light intensity studies carried out in 2017, to be updated as part of this project, should be taken into account.
In addition to the "classic" project author's mission, which is described in more detail below, we draw the attention of the bidders to the fact that the mission also includes:- the mission of stability engineer on the posts requiring it;- the mission of special techniques on the posts requiring it;- the study of the landscaping devices;- the acoustic studies.
