Description

The purpose of this contract is to carry out the complete mission of project author and monitoring of the execution of the works aimed at the interior fitting out of a building located at Rue des Canonniers, 34, 7000 Mons, Belgium.the interior fitting out to be developed will promote a dynamic and pleasant working environment, will promote new working methods, will facilitate exchanges between agents and will be appropriate for each task. In the following text, it is referred to as the "desired layout". The complete study and execution monitoring mission includes :(a) Support and advice to the Department of Public Works in defining the desired layout in terms of techniques and interior design; collection of requirements and support for the future occupants in order to integrate new working methods; (b) Preparation of a preliminary project; (c) Preparation of a project, execution plans, specifications and quantities and participation in the awarding of the works contract; (d) Acceptance of the building to be fitted out and its approvale) Management of the works, including technical and financial controls, provisional acceptance and finally assistance to the contracting authority at the final acceptance.All ordinary services are the responsibility of the service providers (interior design, special techniques, acoustics, well-being, etc.) and include services in the following areas: interior design, special techniques (HVAC, electricity, fire safety, intrusion, etc.), acoustics, well-being, as well as safety and health and safety coordination.The successful tenderer will also be responsible for the health and safety coordination (CSS). The contract will entrust the successful tenderer with the implementation of a firm tranche and two conditional tranches. The first conditional tranche comprises: a) The realisation of a project, the execution plans, the specifications and measurements and the participation in the awarding of the works contract;b) The assistance of the successful tenderer in the approval of the building before the fitting-out works.The second conditional tranche comprises: a) Management of the works, including technical and financial controls, provisional acceptance and finally assistance to the contracting authority for final acceptance.The first conditional tranche is subject to the conclusion of consultations in other files.The second conditional tranche is subject to the negotiations that will take place internally and to confirmation of the property strategy currently in progress.
The mission will include all the necessary steps and services. This will include, among other things, the following services:- Supporting the SPW in the area of the desired layout in terms of techniques and interior design;- Advising on the establishment of the occupancy programme and the layout project by collecting, analysing and interpreting the needs of the future occupants in terms of work space, in order to meet the criteria of the desired layout in terms of techniques and interior design The realization of a preliminary project of interior fitting out finalized in collaboration with the contacts of the department of the property management or with the various interlocutors designated by the future occupants of the buildings, as well as the supply of an estimated amount of the corresponding work. This point will require in particular that the successful tenderer, together with his subcontractors, become familiar with the intrinsic characteristics of the building and take them into account in drawing up the preliminary project;- Drawing up the execution file for the interior fittings, including the plans, specifications accompanied by the measurements (detailed and summary), the estimate, the execution details, etc;- The adaptation of all existing special techniques to the proposed interior layout, taking care to limit interventions on the HVAC as much as possible; - The introduction of special techniques associated with the interior layout; - The health and safety coordination project and execution for the interior layout to be carried out, including the execution of a D.Assistance to the client for the approval of the building, before its interior fitting out;- Control of the execution of the works in accordance with the deontological standard;- Supply in due time of all the plans and forms necessary for the works;- Verification of the memoranda (progress reports, presumed quantities, accounts, invoices, ...);- Assistance to the client during the provisional and final acceptances The collection and verification of all the elements of the "As Built" file.
