Description

The contract consists of the following elements:1) A firm tranche comprising:A) The basic missions + EXE detailed below:Study phase:- Site diagnosis and preliminary urban and technical studies,- Preliminary project (PPA),- IOTA dossier pursuant to Articles L. 214-1 to 6 of the Environment Code and the IOTA nomenclature of Article R. 214-1 of the said Code,- the complete urban planning file necessary for the continuation of the ZAC procedure and its obtaining, including the updating of the impact study and, where applicable, the various case by case requests,- the Project (PRO) and the execution (EXE), including descriptive.Phase 1 work phase: - drafting of all the business consultation files (BCDs) required for the mission, - assistance with the awarding of works contracts (ACT), - management and execution of works contracts, with works control (DET), - assistance with operations for the acceptance and delivery of works to the community and network managers (AOR).At each stage of the development project, the project manager must ensure that its reports and considerations meet the expectations, regulations, standards and procedures (in particular retrocession and/or management) required by each department (SCOT, town hall, State - DDT, DREAL, etc.), concessionaires (SDEA, ESR, concessionaire district heating networks...) or owners.B) The following additional tasks: - scheduling - steering - coordination for studies and development work, - coordination of network concessionaires and their work, including updating of the DICTs, etc. It is possible that a district heating network will supply the ZAC, this should be taken into account. The specialized design office itherm conseil is currently carrying out a technical feasibility study on behalf of the city of Bischwiller,- architectural, landscape and functional coordination, which includes the synthesis and development of the various projects.As part of this mission, the project manager will be responsible for integrating all construction projects into a global digital model on the scale of the ZAC,- the drafting of all specifications for the establishment of geotechnical, hydrogeotechnical and more generally any necessary technical diagnosis (wildlife study, flora, economic study,...) over the entire scope of the operation, including analysis of offers, - assistance in informing the public, including production and supply of graphic documents necessary for communication media (signs, website, posters, magazine, marketing, etc.)) that the SERS will need for the communication and marketing of the project.2) The following optional tranches:- TO nº 1: compatibility of urban planning documents and in particular the PLUI with the project, in particular with regard to Article L. 111-1-4 of the town planning code, drafting of all documents,- TO nº 2: the study on the energy potential as defined in the town planning code,- TO nº 3: all design studies from the AVP phase in BIM including the realization of the 3D digital model from the topographic surveys,- TO nº 4: phase 2 work phase,- TO nº 5: phase 3 work phase,- TO nº 6: phase 4 work phase.
