Description

The "Berlin on the move" project is a nationwide project initiated by the Senate Department for Health, Nursing and Equality to promote health and physical activity. The costs of inactivity of the population in Germany caused by lack of physical activity are estimated to cost an annual 14.5 billion euros or 4.8% of total national health expenditure. The state framework concept "Berlin is on the move" accordingly provides, among other things, for the arrangement of low-threshold exercise programmes throughout Berlin in all 12 Berlin districts. This concept and the contents of agreements on the individual green spaces with the districts are the basis for the object planning of open spaces in the service phases 1-9. The task of the open space planning is to integrate new structural movement offers into existing public green spaces in the districts, or existing areas are to be revised, upgraded and qualified. The aim is to improve the opportunities for exercise for all sections of the population and to promote it in the long term. The "prevention dilemma" that prevention services are accessible to certain people with disabilities is to be counteracted. The strategy focuses on Berliners, particularly those in socially disadvantaged situations, whose scope for action to promote physical activity (in the context of prevention and health promotion) is limited due to their situation in life (e.g. due to lack of financial and/or material resources, mobility restrictions or social withdrawal) and on people who have so far been hardly or not at all physically active. They should be offered conditions that are conducive to physical activity and movement as a contribution to a good and healthy life. Equally important in this context are decision-makers and representatives of the specialist levels in the participating senate administrations and district offices as well as relevant cooperation partners with whom suitable measures can only be planned, implemented, evaluated and sustainably anchored together. This requires an intensive study of the stock. On the one hand, in locating and selecting a movement offer suitable for the site and, on the other hand, in clarifying the interface(s) with the existing facilities. Within the planned cost framework, it is conceivable to partially upgrade existing plants and link them to new plants. The corresponding challenges for the attractive design of access routes, accommodation and services must be mastered. Accompanying measures, the installation of drinking fountains and the inclusion of any additional infrastructure in the form of changing rooms and sanitary facilities that may be required at a later date are also to be included in the planning considerations. Particularly against the background that open spaces are becoming increasingly scarce, the new exercise facilities should have a clear added value for a broad population and in terms of their health promotion. Preferably, the range of exercise should be varied, simple and easy to use. The aim is to create harmonious movement systems which present themselves in their appearance in accordance with the framework concept. The task requires intensive coordination with the client, the responsible senate administrations, the district administrations and, if necessary, the local players. The following procurement object results from the project-specific features:- Object planning services for open-air facilities LP 1-9 for the movement offers, or - movement areas to be newly created and their development areas,- A framework agreement is concluded with 2 offices each. The object planning services for the individual sub-projects open spaces LP 1-9 objects will be successively awarded to the contractors. This is subject to a distribution system which is regulated in more detail in the contract.
