Description

Services of the contractor: The object of procurement is all planning and monitoring services required for the project, which the contractor has to provide as general planner. Only such planning and supervision services which are expressly excluded from the contract according to the award documents (in particular tasks and services as SiGeKo in accordance with BaustellV, surveying, preparation of expert opinions on geotechnics and inventory inspection) are not to be performed by the contractor. the general planner services include, in particular, the service specifications for engineering structures, structural design, technical equipment (all plant groups), environmental impact study, building physics (noise protection), consulting in the areas of geotechnics and inventory inspection (without preparation of expert opinions) and fire protection. In addition, the contractor shall be entrusted with further services, in particular participation in events for voluntary or necessary public participation, the preparation of economic efficiency audits (in the form of full cost calculations), an odour report, the explosion protection document, the initial status report, necessary hazard assessments as well as service and operating instructions, the coordination and monitoring of initial commissioning in accordance with the Ordinance on Industrial Safety and Health (including documentation), the consolidation of all documentation prepared by the executing companies into a complete documentation as well as the examination of the audit documents "as built".More detailed description of the project to be planned: In the sewage sludge mono-combustion plant to be planned, all sewage sludge produced is to be disposed of economically, safely and in compliance with the legal framework conditions. An incineration line with a volume design for 36,000 Mg TS/year of dewatered municipal sewage sludge is planned. The plant must be designed for an availability of 8,000 hours with a high degree of automation. Further boundary conditions are the renunciation of substitute or additional fuels, the use of the best available technology (BAT), assured compliance with emission standards and the achievement of economic disposal safety. In addition, the following procedural requirements apply: Sludge bunker with dumping and stacking area; preference for thin-film drying (to be checked again and verified if necessary in the course of preliminary planning); fluidized-bed firing; energy utilisation via steam turbine; ash provision via silo plant (recovery of recyclable material); flue gas cleaning (incl. investigation of process alternatives under consideration of pollutant load). The existing sewage sludge incineration plant operated by the Wupper association at the Buchenhofen site is to be operated continuously until the new sewage sludge incineration plant is commissioned. The possible further use of areas and plant components (in particular chimney and vehicle scales) of this existing plant is to be investigated.
