Description

The subject matter of the Order are expert consultancy services in the capacity of industry experts for the Airport Division of the Polish Central Railway Port in Warsaw, divided into VIII Parts, i.e: Part I - Consultancy on Air Traffic Management, Part II - Consultancy on terminal planning and cooperation with air carriers, Part III - Consultancy on commercial activities of the airport, Part IV - Consultancy on Airport Security Planning, Part V - Baggage Handling System consultancy, Part VI - Customer Experience consultancy, Part VII - Digitalisation and ICT/ICT consultancy, Part VIII - Cargo and mail planning consultancy including intermodal transport. Detailed Terms of Reference for all Parts are attached as Annex 1 to the SWZ.
Consulting in the field of Air Traffic Management (hereinafter referred to as "ATM") - Part I of the Order - includes technical and business consulting provided entirely by one industry expert provided by the Contractor ("Expert"), consisting in particular in: 1. cooperation with Master Plan Working Groups, on issues broadly defined as Air Traffic Management, 2. 2. support to the Contracting Authority in contacts with Stakeholders, including participation in meetings and negotiations with Stakeholders, with particular emphasis on relations with the Polish Air Navigation Services Agency (PA¯P), in terms of b) definition of requirements for the implementation of systems and equipment for air traffic management at the CPK (e.g. A-SMGCS, A-CDM, COM, NAV, SUR), 3. definition of requirements for the most effective solutions for the integration of ATM systems with airport systems, based on the best global practices in the aviation market, 4. 4. support for the development of aircraft traffic simulation scenarios and analysis of data obtained as a result of conducted simulations together with an assessment of the demand and capacity of the airport as determined by the airside simulation model prepared by the Master Plan Consultant. A detailed description of the subject matter of the contract for a given Part is included in Attachment No. 1 to the SWZ - OPZ. Consultancy on terminal planning and cooperation with air carriers - Part II of the Order - includes technical and business consultancy provided entirely by one industry expert provided by the Contractor ("Expert"), consisting in particular of ii) verification of functional layout diagrams of the passenger terminal and the simulation of passenger and baggage flows in order to confirm assumptions made to date (e.g. for LoS and MCT),iii) consultations as part of the development of assumptions for the implementation strategy of the Baggage Handling System (BHS) and early baggage handling 2. support for the Contracting Authority in activities related to cooperation with carriers and airline alliances in the field of passenger terminal planning as part of the work on the CPK Master Plan,3. 3. support for and participation in the process of defining and managing the facility requirements for the passenger terminal and its parts, in terms of peak capacity, connections between the terminal and other elements of the infrastructure, i.e.: passenger service infrastructure, baggage handling system, and other infrastructure.A detailed description of the subject matter of the contract for a given Part is provided in Attachment No. 1 to SWZ - OPZ. Consulting services with respect to commercial activities of the airport - Part III of the Order - includes support and business consulting provided by one industry expert provided by the Contractor ("Expert"), consisting in particular of: 1. cooperation with Master Plan Working Groups, with respect to issues related to widely understood commercial activities of the airport,2. 2. participation in the preparation of a business model, development or updating of business plans and business models for various areas of airport operations; 3. support to the Contracting Authority in processes related to collaboration with business partners and the creation of optimal conditions for cooperation with them; 4. 5. participation in the preparation of a strategy for the development of commercial areas of the airport, in particular the terminal and PTI station, in terms of commercial concessions,6. support in developing strategies and innovations in the area of customer experience,7. involvement on the part of the Contracting Authority in collaboration with industry stakeholders in order to create new revenue streams for the airport: online sales, tourism, cooperation with airlines, etc.8.Support to the Contracting Authority in preparing market analyses, estimating revenues from aviation and non-aviation activities. A detailed description of the subject matter of the contract for the given Part is provided in Appendix no. 1 to SWZ - OPZ. Consultancy on Airport Security Planning - Part IV of the Order - includes technical and regulatory support provided entirely by one industry expert provided by the Contractor ("Expert"), consisting in particular of: 1. 1. cooperation with Master Plan Working Groups, in the following areas: a) verification of the compliance of Master Plan solutions, including the Master Plan, with Polish, EU and international regulations,b) implementation of new technologies and solutions that contribute to increased security and efficiency of hub airports,c) development and implementation of rules, measures and solutions for perimeter security at airports, based on good market practices,d) creation of an Airport Security Program for CPK (Airport Security Program), in the quality and level of detail corresponding to the assumed parameters of the Hub Airport.A detailed description of the subject matter of the contract for a given Part is provided in Appendix 1 to SWZ - OPZ. Consultancy regarding the Baggage Handling System (BHS) - Part V of the Order - includes technical and business consulting, provided entirely by one industry expert provided by the Contractor ("Expert"), consisting in particular of: 1. cooperation with Master Plan Working Groups in the following areasi) support and participation in the process of defining and managing the requirements for the Baggage Handling System (BHS) (facility requirements) in the area of the passenger terminal, railway station, external baggage drop-off points and their components,ii) participation in estimating the demand for BHS infrastructure and in analysing the capacity and capacity of the system (in the context of transfer and pre-delivered baggage),b) terminal, railway station, PTI, including among others:i) active participation in the creation and evaluation of the preliminary and detailed concept in the scope of the BHS, including in particular operational aspects and cost estimates,ii) verification of the functional layout diagrams of the terminal and the railway station in order to confirm the made assumptions for the BHS,iii) development of assumptions for the implementation strategy, architecture and integration of IT systems for the Baggage Handling System (BHS) and Early Baggage Shipping (EBS),c) selection and implementation process of innovations and technologies for the Baggage Handling System (BHS), taking into account good market practices,d) development of an operational concept for the baggage handling system (BHS ConOPS), including determination of procedures, system redundancy, bottlenecks, safety and security and risk analysis,2. 2. cooperation with industry stakeholders, in particular airlines and handling agents in the area of passenger terminal planning as part of the work on the CPK Master Plan,3. obtaining information from the market on available solutions and terms of cooperation in the provision of baggage handling system. Consulting in the area of Customer Experience - Part VI of the Order - includes technical and business consulting, provided entirely by one industry expert provided by the Contractor ("Expert"), consisting in particular of: 1. cooperating with Master Plan Working Groups on issues related to customer experience and wayfinding planning, 2. supporting the Contracting Authority in processes related to the planning of airport infrastructure dedicated to passengers, 3. supporting the Contracting Authority in preparing the concept of customer experience and the concept of passenger flow through the elements of infrastructure dedicated to passengers (including the railway station and PTI), 4. 5. cooperation with other experts in creating customer experience strategy and developing innovations in this area, 6. support to the Customer in preparing market analyses, concepts, studies related to customer experience. Consulting in the field of digitization and IT/ICT - Part VII of the Order - includes technical and business consulting provided entirely by one industry expert provided by the Contractor ("Expert"), consisting in particular of: 1. cooperation with Master Plan Working Groups on issues related to the implementation of ICT/SAS systems for the airport, control platforms and systems integration, 2. support to the Ordering Party in processes related to the planning of IT infrastructure and airport systems dedicated to operational, customer experience, security and resource management needs, 3. 4. cooperation with other experts in developing strategies for the implementation of ICT/SAS systems and the development of innovations in this area, 5. support to the Contracting Authority in the preparation of market analyses, concepts, studies related to the implementation of IT/SAS systems and control platforms. Consultancy in the field of cargo and mail zone planning with the inclusion of intermodal transport - Part VIII of the Order - covers technical and business consultancy provided entirely by one industry expert provided by the Contractor ("Expert") consisting in particular in: 1. cooperation with Master Plan Working Groups, in the field of cargo and postal issues, 2. support to the Ordering Party in processes related to planning of airport infrastructure dedicated to cargo, 3. support to the Ordering Party in preparation of the cargo zone concept and operational concept, 4. 4. support the Employer in processes related to cooperation with business partners and Industry Stakeholders and creating optimal conditions for cooperation with them, 5. cooperation with other Experts in creating a strategy for development of a cargo zone and development of innovations in this area, 6. support the Employer in preparation of market analyses, concepts, studies related to cargo, 7. 8. advice and recommendations on automated storage systems, as well as the use of automated equipment and advanced solutions in the process of planning cargo facilities for a new airport, 9. Participation in planning processes of cargo facilities and their integration with the internal road system, 10. Analysis of data, demand and capacity and their interpretation, 11. Preparation of analysis and recommendations for connecting the cargo terminal with the railway siding (intermodal terminal).
