This is a SOURCES SOUGHT SYNOPSIS. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers, Mobile Directorate of Contracting (DOC) is seeking information regarding capability and availability of potential contractors to construct an Aircraft Maintenance Hangar at Soto Cano Air Base in Honduras.

The contract will require the selected contractor to provide all plant, labor, equipment and materials necessary to construct the required Aircraft Maintenance Hangar, including required site work, utilities, and ancillary requirements, based on the Government provided full design, in compliance with applicable Department of Defense, US Federal, and partner nation codes and standards. The estimated cost of construction is between $25,000,000 and $100,000,000.
The purpose of this sources sought synopsis is to determine the availability of qualified contractors to perform this stand-alone construction requirement. The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $36.5M
Offerors are requested to respond to this Sources Sought Synopsis with the following information which shall not exceed ten pages:

1. Offeror's name, address, points of contact, telephone numbers, and e-mail addresses;
2. Business size/classification to include any designations as Small Business;
3. Offeror's capability to perform, with specific emphasis on experience with similar construction efforts in OCONUS (Outside of the Continental United States) locations;
4. Offeror's capacity to perform, in terms of corporate resources, and how the Offeror's current and anticipated workload might positively or negatively impact the firm's ability to successfully complete this requirement;
5. Offeror's bonding capability, or ability to obtain letters of credit or other approved bond alternatives; and
6. No more than five projects that are at least 50% repair/construction completed within the past five years that demonstrate the offeror's capability to perform the type of work described above. Project information is not to exceed 1 page per project and should include title, location, general description of the project, Offeror's role, dollar value of the project, and name of the company, agency or Government entity for which the work was performed with contact information (reference name, phone number and email address.)
Interested Offerors shall respond to this Sources Sought Synopsis no later than 07 July 2019. ALL RESPONSES MUST BE EMAILED to the Contract Specialist at kenneth.p.harlan@usace.army.mil. NO RESPONSES WILL BE ACCEPTED BY FAX OR MAIL. Submittals will not be returned. Telephonic responses will not be honored.
This Sources Sought Synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. This is not a Request for Proposal; only a Request for Information. No award will result from this Sources Sought announcement.
