Description

The subject matter of the contract is the delivery in the years 2021÷2024 to military aviation units of the Armed Forces of the Republic of Poland of brand new, i.e. manufactured in the year of delivery or in the year preceding the year of delivery, technical material means (tśm) for aircraft, in the assortment and quantities defined in the Price Form constituting Annex No. 1 to the SWZ.In the case of products that do not have calendar resourse limitations, it is acceptable to supply products manufactured in earlier years.The products should be manufactured in accordance with the manufacturer's technical documentation.The Contractor's quality management system should meet the requirements included in PN:EN ISO 9001:2015.2.For parts of the order 19 ÷ 149 the Contractor should give the warranty on the principles specified in the technical documentation, however not less than 200 working hours/24 months (depending on what comes first) counting from the date of acceptance of the product,- for parts of the order 6 ÷ 18 the Contractor should give the warranty on the principles specified in the technical documentation, however not less than 200 working hours/24 months (depending on what comes first) counting from the date of acceptance of the product.- for parts of the order 1 ÷ 5 the Contractor should give a warranty according to the rules specified in the technical documentation, however not less than 200 working hours/24 months (depending on what comes first) counting from the date of installation on an aircraft.Additionally, for the delivered aircraft batteries, the Contractor shall ensure the following: - not less than 15 months of the minimum period of battery operation on the aircraft, - not less than 3 years of the minimum period of battery storage in warehouses, - no limitations of operation on aircraft under the influence of vertical and horizontal overloads.Additionally, for the aircraft battery type 20KSX-20P or 15SCS45B, 20KSX-25P or 20NKBN-25(U3) the Contractor shall ensure a minimum number of spare cells (batteries) in the amount of 2 pieces - applies to each single battery unit. The guarantee period does not include the storage period of the products which is not longer than 36 months from the date of delivery. The warranty period starts from the date of battery installation on the aircraft.4 The products should be preserved for the period and according to the principles specified in the NO-16-A800:2007 defense standard. It is allowed to use other methods of protection than those specified in the NO-16-A800:2007 defense standard on condition that they provide equivalent or better protection.5 The subject of the contract will be subject to military acceptance by the District Military Representation on the principles specified in this SWZ.6.. At the same time, the Contractor, together with the products specified in the parts of the contract 1 ÷ 5, 19 ÷ 104, 108 ÷ 149 - will provide OiB declarations of conformity issued in accordance with the Act of 17 November 2006 on the system of conformity assessment of products intended for the needs of national defence and security (Journal of Laws of 2018, item. 114) and indicated in the Ordinance of the Minister of National Defence of 11 January 2013 on the detailed list of products subject to conformity assessment and the manner and mode of conducting conformity assessment of products intended for national defence needs (Journal of Laws of 2018, item 1385) - i.e. in conformity assessment mode I.7For part of order 20 - main gearbox for helicopter W-3 type WR-3 and part of order 21 - main rotor blades for helicopter Mi-2 type 22-2700-3000 the requirements contained in AQAP 2110 issue D version 1 shall apply for the remaining parts of the order AQAP 2131 issue C version 1.8. The subject matter of the contract is the supply of military equipment, including its parts, components and accessories which cannot be described by the Contracting Authority in a sufficiently precise and comprehensible manner, unambiguously and exhaustively, by defining sufficiently precise technical or quality parameters, therefore the price form constituting Annex 1 to the SWZ specifies product designations (Type/Part Number/NSN) together with information on the type of equipment of which they are a part, component or accessory, with simultaneous admission to submit equivalent bids.9In order to meet the requirement of Article 99 par. 6 of the PPL Act the Contracting Authority indicates that the criterion for evaluation of equivalence will be approval of the offered equivalent products for use in specific types of equipment used by the Armed Forces of the Republic of Poland.10.The Contracting Authority demands submitting, together with the tender, relevant means of evidence indicated in chapter IV, confirming that the proposed equivalent solution meets the requirement specified in item 9.12. The terms of contract performance are specified in the draft contract constituting appendix no. 2 to the SWZ.13. As part of the option, the Ordering Party may additionally order the supply of ribbons in the assortment and maximum quantities as specified in Appendix No. 1 to the SWZ. The optional order will be executed at the same unit prices as in the offer.15.
