Description

The city of Dachau is procuring mobile air purification devices for five elementary and secondary schools under its responsibility in accordance with the guideline for the promotion of investment costs for technical measures for infection control ventilation in schools - new edition 2021 (FILS-R-N). The operation of the devices is planned for continuous use and for at least three years after commissioning (earmarking period according to FILS-R-N). The devices to be tendered must therefore at least meet the technical requirements of FILS-R-N (available at https://www.gesetze-bayern.de/(X(1)S(sw2ua3jgdry5gs0savfwyzy2))/Content/Document/BayVV_2230_7_K_12246). The units are to be delivered to four primary schools and one secondary school in the city of Dachau, transported to the relevant classrooms, subject rooms and other rooms (e.g. staff rooms), set up, connected ready for operation and set to the required performance level. The service also includes the proper disposal of the packaging and proper maintenance in accordance with the manufacturer's instructions and, if necessary, regular filter replacement by qualified personnel, including proper disposal of the replaced filters.
Delivery, installation and commissioning of mobile air cleaners for five Dachau primary and secondary schools (127 rooms), instruction of representatives of the client as well as regular professional maintenance.The operation of the devices is planned for 192 school days for at least six hours per day in continuous operation and for at least three years after commissioning. The equipment to be tendered must meet the technical requirements of FILS-R-N (available at https://www.gesetze-bayern.de/(X(1)S(sw2ua3jgdry5gs0savfwyzy2))/Content/Document/BayVV_2230_7_K_12246). 1. general requirements:- the equipment shall use filter technology, UV-C technology, ionisation and plasma technology or combinations of these technologies. The following technical standards shall be ensured:- The air flow rate shall be adjustable depending on the room size and the number of people in the room. - The units shall ensure an air flow rate of five to six times the room volume per hour.- The intake and discharge direction of the air passing through the air purification unit shall be oriented in such a way that the unit draws in a substantial proportion of the mixed air in the room and can discharge it back into the room as purified air.- The sound pressure level during normal operation shall be compatible with the requirements for orderly classroom operation. - Depending on the requirements of the technology used, the operated devices must be maintained regularly and professionally.2 Additional requirements for devices with filter technology- The filters used must correspond to the state of the art, i.e. they must be HEPA filters of class H 13 (separation efficiency of 99.95 percent) or class H 14 (separation efficiency of 99.995 percent) according to DIN EN 1822. If filters of other classifications are to be used, verifiable proof from the manufacturer that they are at least as effective as HEPA filters of class H 13 is required. - The filters must either be replaced regularly or are automatically self-cleaning. - Filter replacement must be performed by competent, trained personnel in accordance with manufacturer's instructions.3. Additional Requirements for Equipment Using UV-C Technology- Irradiation must be shielded and internal. - Verifiable evidence of effectiveness must be provided by the manufacturers; this applies in particular to the necessary irradiation intensity and the residence time of the virus-laden aerosols within the irradiated zone. - The manufacturer must be able to provide clear and verifiable evidence of efficacy (guaranteeing a minimum single-pass dose of 70 J/m2 , ideally at least 100 J/m2 ) and device safety (among other things, no measurable UV radiation may escape to the outside in accessible areas and no by-products may be produced in such quantities that they are a health concern or harmful), if possible also when used under real-room conditions such as in classrooms.4 .Additional requirements for devices with ionisation and plasma technology- It must be ensured that no ozone as an undesirable by-product can also enter the interior. - The manufacturer must be able to clearly and verifiably prove the effectiveness (cf. No. 3) on the basis of appropriate evidence.- The manufacturer must provide evidence that no harmful emissions are produced.Units are required for rooms with a floor area of approx. 12 m² up to approx. 135 m², the largest number of rooms being between approx. 50 m² and approx. 80 m². The room heights vary from approx. 2.5 m to approx. 3.5 m - details on the room sizes can be found in the specifications. One unit per room is required to be installed close to the wall, whereby the unit must have an operating level that guarantees 5-6 times the air throughput per hour. In order to meet the requirements for orderly teaching, the units should be as quiet as possible and should not be louder than 35 dB(A) in continuous operation with the required air throughput of 5-6 times the room volume. The units are to be delivered to five Dachau schools (for exact addresses, see the tender documents), transported to the rooms concerned (from the ground floor to the third floor, depending on the school), connected there and set to the required performance level. There is no lift available in the school buildings - with one exception. Any packaging waste must be disposed of properly by the contractor. In addition, regular professional maintenance of the equipment in accordance with the manufacturer's instructions, including regular filter replacement if required, for at least three years from the date of commissioning, is part of this tender.
