Description

The work required includes but is not limited to the following:

a) Design and supply of 3 new air compressors. All design works must conform to API 672/681/619/618/617 Standard and other codes and specifications outlined herein and in the terms of reference (TOR). Design to consider an enclosure to house all the compressors and accessories, such as compressor room, house, container.

b) Design piping network on the supply and demand sides (distribution to various end users).

c) Provide on-site supervision for commissioning, start-up and training in maintenance and operation of the units

d) Facilitate knowledge transfer to refinery personnel - including a 5-day visit to the facility.

Background

The refinery operates 2 main electric-driven air compressors, C-2 and C-3, which provide several support utility functions crucial for continuous operations of the refinery processes, namely:

  • instrument air supply to various end users
  • utility air to boiler/atomiser, pneumatic tools
  • air to catalyst regeneration process, which requires elevated pressure demand modulated circa 200 psig for a limited period, typically 4% of annual operation

The C-2 air compressor dates back to 1992. It faced persistent operational challenges, leading to obsolescence in 2018, resulting in system vulnerability and refinery shutdowns. The project aims to modernise the compressed air infrastructure, enhance maintenance, and reduce emergency shutdown risks.

C-3, operational since 2005, requires upgrades due to multiple air-end replacements, with its useful life not recommended beyond 2024. The project targets a more reliable system to ensure operational safety and minimise disruptions to refinery activities.
