Joint evaluation of the civilian Afghanistan engagement of the Federal Foreign Office, the Federal Ministry for Economic Cooperation and Development (BMZ) and the Federal Ministry of the Interior (BMI)
The Federal Foreign Office (AA), together with the Federal Ministry of the Interior, for Construction and Home Affairs (BMI) and the Federal Ministry for Economic Cooperation and Development (BMZ), will conduct a joint strategic evaluation of the civilian engagement in Afghanistan. For this purpose, the BMZ portfolio is being evaluated under the lead management of the German Development Cooperation Evaluation Institute (DEval). The evaluation of the AA portfolio is to be carried out under the lead management of an external team of evaluators (AA contractor), which will be selected as part of this procurement procedure. The BMI also awards its contract externally. This strategic evaluation is to take place under the formation of a working group - consisting of the DEval and the AA-AN and BMI-AN. The aim of this cooperation is to produce a joint evaluation report by both evaluation teams, which is to be supplemented by house-specific reports for the AA (led by the AA contractor) and the BMI (led by the BMI contractor) as well as for the BMZ (led by the DEval). These reports will be based on a joint inception report (with AA-, BMI- and BMZ-specific parts).The joint evaluation object is the bilateral and multilateral programmes supported by three institutions in the period from the beginning of 2013 to the end of 2021 as well as the transitions and interfaces between these areas and to the military engagement. For the AA-specific portfolio, the focus of the evaluation will be on the following areas: stabilisation (including support for peaceful conflict resolution, professionalisation of the police, strengthening of state and political institutions, small arms control, and promotion of human rights and the rights of women, children and young people), humanitarian aid (including food security, water and sanitation, and the protection of children and young people).Humanitarian aid (including food security, water and sanitation, basic health care, humanitarian protection, provision of shelter, disaster preparedness and humanitarian demining) and cultural relations and education policy measures (including strengthening civil society, promoting education, scientific and academic cooperation and cultural preservation). Furthermore, the transitions and interfaces to the BMI and BMZ sectors as well as to the military engagement are to be examined.The aim of the evaluation is to conduct an independent and comprehensive analysis and assessment of the AA engagement - and in cooperation with the DEval and the BMI contractor - of the transitions and interfaces to the engagements of the other two ministries in order to gain and use insights for AA steering and interministerial steering. The evaluation should also provide insights into the relevance, coherence, effectiveness, impact, efficiency, sustainability and connectivity of the Afghanistan engagement of the Federal Foreign Office and the three ministries together. Furthermore, the evaluation has to provide recommendations for an optimisation of the AA's engagement as well as of the overall engagement and of individual measures, structures and processes in order to learn for engagement in other fragile contexts and to be able to readjust the existing portfolio if necessary. Incidental costs such as travel costs for trips to and in Afghanistan or the region are to be calculated within the budget. The envisaged period is March 2022 to November 2023. Services to be provided include the preparation of impact models, the conduct of workshops, an Inception Report jointly prepared by the three evaluation teams with an AA-specific section prepared by the AA-AN. Furthermore, an AA-specific evaluation report is to be written by the CO and a joint evaluation report is to be written together with the DEval and the BMI contractor. The implementation of a joint field phase in Afghanistan by the DEval and the AA and BMI contractors is dependent on further developments in Afghanistan.
