There are 4 campaigns to be managed, which will promote the programmes:— in English, on www.arte.tv/en to an English-speaking audience living anywhere in Europe (excluding France and Germany),— in Spanish, on www.arte.tv/es to a Spanish-speaking audience living in Spain,— in Polish, on www.arte.tv/pl to a Polish-speaking audience living in Poland, and— in Italian, on www.arte.tv/it to an Italian-speaking audience living in Italy.The global annual media purchasing budget (exclusively Dark Post) is about 300 000 EUR. This is divided equally between each of the site’s language versions and is spread throughout the year, representing on average about 6 000 GBP per month per language version.The tasks of the chosen contractor will be:1) To create advertisements (Dark Post) based on materials provided by ARTE (visuals, texts, tagged redirection URLs);2) To optimise the advertising targeting depending on the click rate;3) To analyse the effectiveness of the advertisements based on the number of videos viewed on arte.tv that are generated by the campaigns (eStat data source, automated reporting provided by ARTE);4) To adjust the budget at all times to the most effective advertisements in each campaign.The performance constraints are as follows:— bidders must be Facebook Marketing Partners,— ARTE GEIE ensures the protection of users’ personal data and does not gather or use any personal data. ARTE will not integrate Facebook’s tracking solutions (in particular Pixel) into its digital property (site and applications),— the effectiveness of the campaigns will be analysed by comparing the data obtained from the advertising console (budget, number of clicks) with the data obtained from the eStat audience measuring tool (number of videos viewed as a result of the campaigns),— for the purposes of performance of the contract, the contractor will also be asked to make a dedicated account manager available to ARTE GEIE, who can be contacted by email and by telephone within a maximum of 30 minutes during business hours (CET — Paris).The second phase of the tender procedure will include a testing phase (POC), which will be used as the basis of the financial comparison of the bids.The testing phase will last 15 days, during which each bidder will have a budget of 2 000 EUR to maximise the number of videos viewed on the ARTE site from 3 campaigns: 4 advertisements (Dark Post) in Poland, 4 advertisements in Italy and 4 advertisements in Spain.Provisionally, this testing phase will take place in April or May 2020.
