Description

The subject matter of the contract is to carry out a national information and promotional campaign on a large scale in the available media (television, radio, Internet, regional press), which will disseminate and promote the e-services of the ZONE Project among their potential users within the target groups indicated in item IV Description of the Subject Matter of the Contract (Annex no. 1 to SWZ, hereinafter: "Campaign").2. The subject matter of the contract is realized within the framework of the project "Integrated Low Emission Reduction System (ZONE)" co-financed from the European Regional Development Fund under the Operational Programme Digital Poland (POPC) for 2014-2020, Priority Axis No. 2 "E-government and open government", Measure 2.1 "High availability and quality of public e-services "3. A detailed description of the subject matter of the contract is contained in the Description of the Subject Matter of the Contract constituting Attachment No. 1 to the SWZ.
The subject matter of the contract is to carry out a national information and promotional campaign on a large scale in available media (television, radio, Internet, regional press), which will disseminate and promote e-services of the ZONE Project among their potential users within the target groups indicated in item IV of the Description of the Subject Matter of the Contract (Annex no. 1 to SWZ, hereinafter referred to as the "Campaign"), including among others:1) developing a concept for the Campaign taking into account the objectives of the ZONE Project and the target groups;2) development of a script, production and emission of a 30-second advertising spot in a standard allowing for multiple airing on national television and on the Internet;3) development of a script, production and emission of a 30-second radio spot in a standard allowing for multiple airing on regional and national stations;4) preparation of content and publication of sponsored articles in the regional press;5) preparation, production and emission of Internet banner ads, advertising spots and materials in social media;6) purchase of air time in TV and radio, space on information portals and space in the regional press2. Detailed description of the subject matter of the contract is contained in the Description of the Subject Matter of the Contract constituting Appendix no. 1 to the SWZ. 3 Environmental clause. The documents produced as part of the performance of the subject matter of the contract shall be delivered by the Contractor in electronic form, in the file format resulting from the Draft Provisions of the contract constituting Appendix No. 2 to the SWZ or as agreed with the Contracting Authority, unless the Draft Provisions of the contract provide for the delivery of specific documents in hard copy form.In order to minimize the negative impact of the performance of the contract on the environment, the Contracting Authority requires that all documents produced by the Contractor be printed on both sides on ecological paper that meets the conditions of the FSC certificate or any other equivalent certificate, i.e. a document issued by an organization independent of the Contractor, authorized to issue a document in the country of origin of the raw material and confirming the same conditions as set out in the said FSC certificate.4Principle of decent work.The Contracting Authority requires that the Contractor, during the performance of the contract, observes the principles of decent work, i.e. equal treatment, in particular regardless of sex, age, disability, race, religion, nationality, political opinion, union membership, ethnic origin, religion, sexual orientation. The Contracting Authority, pursuant to art. 95 item 1 of the Act, requires the employment by the Contractor or subcontractor based on an employment relationship as defined by art. 22 § 1 of the Act of 26 June 1974. - Labour Code (Journal of Laws of 2020, item 1320, as amended), at least 1 person performing administrative and office work, continuously throughout the period of performance of these activities. The Contracting Authority requires that the Economic Operator indicates on which entity the obligation referred to in the first sentence rests, by properly completing item no. 2 of the tender form (Appendix no. 3 to SWZ). Detailed requirements of the Contracting Authority concerning the obligation mentioned in the first sentence, in particular the way of documenting and verifying the employment, the Contracting Authority's rights in terms of checking whether the Contractor meets the requirements related to employment of this person and sanctions in case of not meeting these requirements were specified in the Draft Contractual Provisions constituting Appendix no. 2 to the SWZ.6Meeting the requirements of Article 100 of the Act The promotional and advertising campaign will meet the requirements in terms of accessibility for people with disabilities. Development and production of 1 TV spot with sign language interpretation and audio-description in Polish and English.
