Description
Some 15 new campaigns are developed, produced and rolled out each year. In addition, there are the repeat flights and various 'other' labour market communication activities, varying from the design of a recruitment brochure to the development of, for example, a recruitment roadshow. The contractor must be able to carry out several campaigns and projects at the same time. The estimate of the value of the framework agreement is EUR 4 000 000,- including VAT on an annual basis. This amount consists of costs for strategy, concept development and all costs for the production of resources (excluding media procurement costs). Since the use of recruitment campaigns for the Ministry of Defence is largely influenced by the political-administrative context, the security situation in the world and by supply and demand on the labour market, large fluctuations in the medium and long term cannot reasonably be foreseen. For this reason, it is not feasible for the contracting authority to specify a meaningful maximum that market parties can rely on. If a ceiling is nevertheless set, it could be that this ceiling has already been reached (well) before the end of the term of the framework agreement, thus giving the framework agreement a (much) shorter duration. This will have unacceptable consequences for the continuity of an effective campaign deployment and thus for the personnel (and operational) readiness of the Ministry of Defence. With this estimate, the contracting authority wants to give the best possible picture of the size of the contract. The candidate cannot derive any right from this assessment. Note: when entering into a framework agreement with one contractor for labour market communication, the Ministry of Defence is dependent on one supplier for the recruitment of new employees. For this reason, during the award phase of this European tender, a request will be made for an action plan demonstrating that the contractor is able to carry out the contract size described above. This action plan will be part of the award criteria (i.e. (quality) points will be awarded to it).
