Description

With the implementation strategy "City air is (emission-) free - Dortmund's entry into an emission-free inner city", the city of Dortmund is responding to the call for projects KommunalerKlimaschutz.NRW by the state government of North Rhine-Westphalia. This is a call for competition in the Operational Programme NRW for the funding period 2014-2020 for the European Regional Development Fund "Investment in Growth and Employment" (OP EFRE NRW). The aim is to support municipalities in implementing climate protection measures to reduce greenhouse gas emissions (GHG). The Ministry of Economics, Innovation, Digitisation and Energy of the State of North Rhine-Westphalia has approved the funding application of the City of Dortmund for the implementation strategy "City air is (emission-) free - Dortmund's entry into an emission-free inner city" with a three-year term from 1 May 2019 to 30 April 2022. Up-to-date information on all measures of the emission-free city centre project will be published on the city's website at www.emissionsfrei.dortmund.de.Voraussetzung The success of the implementation strategy is based on broad public relations work with a comprehensive communication strategy and marketing campaign that reaches as many road users as possible and motivates them to achieve sustainable mobility. Through education, motivation and behavioural communication, sustainable mobility is to be achieved throughout the entire urban area. Because if people travel as many distances as possible on foot, by bicycle, by public transport or electrically driven, they can achieve considerable positive effects for climate protection by reducing vehicle traffic.This is precisely where the implementation strategy for the promotion of sustainable mobility comes in: it combines structural measures:-- Conversion of the Schwanenwall and Ostwall into the Radwall,-- Design of the Nordstraße and the Arndtstraße as bicycle axes,-- Examination and adaptation of all pedestrian axes on the Wall,-- Realisation of a Park & Ride facility with Bike & Ride facilities at the Kley S-Bahn station,-- Additional parking facilities for bicycles.- with planning projects:-- Planning of a cycle station near the town hall,-- Greening of the area around the Wallring,-- Feasibility study for the reconstruction of the Wallring for the benefit of cyclists.- Measures for mobility management:-- for employees and visitors of the city,-- for day-care centres and schools-- mobility concepts for the hospital quarter in the south-west of the city centre and for the Brügmann quarter around the vocational colleges on Geschwister-Scholl-Straße.- measures for the promotion of electromobility:-- establishment of a temporary micro-depot for emission-free delivery traffic within the Wallring,-- preferential treatment of electric taxis at the main railway station,-- promotion and certification of electromobility for service providers and craftsmen.- The marketing concept to be worked out, consisting of the umbrella brand and communication campaign, forms the basic communication bracket, which combines the individual projects into a holistic concept for the promotion of sustainable mobility in Dortmund's inner city and culminates in a still life on the Wall at the end of the project period, presumably in autumn 2021. The event is based on the Stillleben Ruhrschnellweg on the A40 in 2010, the year of the European Capital of Culture, and continues in a smaller dimension in the Still-Leben Borsigplatz. The planning and organisation of the Wall-Still-Life is not part of this tender.
