Description

1. Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement Environment and Climate Change Canada (ECCC) intends on entering into a contract with Jazz Aviation L.P. as represented by its general partner, Aviation General Partner Inc., herein referred to as Jazz Aviation L.P., for its requirement to collect and deliver upper air meteorological data from the CRJ-200 and CRJ-900 aircrafts. The Work will involve the following: ECCC requires continuous and reliable supply of upper air meteorological data from the CRJ-200 and CRJ-900 while in flight (the “AMDAR Data”). The frequency of the observations is predetermined and varies according to the phase of flight (ascent, level flight, descent). ECCC requires up to 202,000 kilobits of AMDAR each month. On average, the data will contain mandatory parameters (listed below) of the basic AMDAR Program: Non-meteorological: aircraft ID, latitude, longitude, date, time, roll, and pitch angle; and Meteorological: pressure altitude, wind direction, wind speed, and temperature The AMDAR Data must be coded as specified by the ARINC 620-4 standard, Version 3 for ascent phase and Version 2 for level flight and descent phases, or later version, and flow through the Aeronautical Fixed Communication Network (AFTN) to Canada in near real-time. Data must also include an encrypted aircraft ID code (which must be unique to that aircraft in all AMDAR reports) in place of the aircraft registration number. 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that its products and services meet the following requirements: The Contractor must have access to the following aircraft types: CRJ-200; and Thirty (30) CRJ-900 AMDAR compatible. The Contractor must implement the World Meteorological Organization AMDAR software onboard thirty (30) AMDAR-compatible CRJ-900 aircraft during the period of Contract award to March 21, 2023. The Contractor must provide ECCC-MSC with near real-time “AMDAR data” from each aircraft while in flight. The Contractor must provide “AMDAR data” coded as specified specified by the ARINC 620-4 standard, Version 3 for ascent phase and Version 2 for level flight and descent phases, or later version.
