Pursuant to Federal Acquisition Regulation (FAR) 12.603(a), the Contracting Officer is issuing a solicitation for the acquisition of gravel base course material to support the surfacing of Cebolla Canyon roads.

(i) This is a solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) Solicitation Number 140L0619Q0090 is being issued as a Request for Quotation (RFQ). This solicitation will utilize the policies for solicitation, evaluation, and award prescribed in FAR Part 12, Acquisition of Commercial Items, as appropriate for this acquisition.

(iii) The solicitation document and incorporated provisions and clauses are those in effected through Far Acquisition Circular 2019-05 effective August 13, 2019.

(iv) This solicitation is being issued as a Total Small Business Set Aside. The NAICS associated with this solicitation is 484220, with a size standard of $27,500,000.00.

(v) See the Specifications Document, Attachment #1, for detailed requirements.

(vi) The item to be acquired through this solicitation is gravel base course material for the BLM-NM Albuquerque District Office, Cebolla Canyon site.

(vii) Delivery location is detailed in the Specification document included in the solicitation.

(viii) FAR Provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Potential offerors shall read and comply with all of the requirements. See Attachment #3 for Additional Instructions (addendum).

(ix) This acquisition is being solicited using FAR Part 13.5, Simplified Procedures for Certain Commercial Items. The basis of award will be Lowest Price Technically Acceptable, see attachment #4 for Technical Pass/Fail Considerations. The award will be made to the small business who is a responsive, responsible offeror whose quote, conforming to this request for quote that is the most advantageous to the Government, considering the evaluated price and other evaluation criteria as listed in the solicitation document. The evaluated price will be the total quoted price.

To be eligible for award, the offeror must be a small business deemed responsible in accordance with FAR 9.104, provide all documentation/information required tin this solicitation; meet all requirements of the solicitation and conform to all required terms and conditions. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award.

(x) Offerors shall ensure that their Offeror Representations and Certifications - Commercial Items (FAR Provision 52.212-3) are updated in SAM. If an offeror does not have an active SAM registration they shall complete FAR clause 52.212-3 and include it with the submission.

(xi) FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies to this acquisition, see Attachment #2 for all clauses and provisions.

(xii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. See solicitation document FAR Clause 52.212-5 for additional information.

(xiii) Additional clauses that apply to this acquisition are provided in the solicitation document. These clauses will be incorporated into the successful offeror¿s contract award. Additional provisions that apply to this acquisition are provided in the same document. These provisions are incorporated into this solicitation, but will not be incorporated into the successful offeror¿s contract award.

(xiv) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition.

(xv) Quotes are due no later than Wednesday, September 11, 2019 at 12:00 p.m. MT. Quotes shall be submitted in accordance with the instructions in the solicitation document.
