The Department of Energy/Western Area Power Administration (WAPA) has a brand-name requirement for several electronic testers produced by Vanguard Instruments of Ontario, CA. WAPAs requirement is as follows: Vanguard 3-Phase Transformer Turns Ratio Tester; P/N 9003-UC (ATRT-03 S2) QTY 3 Each, P/N 9003-PR (Printer Option) QTY 3 Each, Digital Circuit Breaker Analyzer; P/N 9104-UC (CT-8000 S3) QTY 3 Each, P/N 9103-DG (Dual Ground Option) QTY 3 Each.

Based on market research WAPA has not identified any other products that can meet the needs of the agency. This brand name equipment is fully interchangeable and compatible with existing identical products used in the field by personnel who are trained on this equipment. Additionally, the same software is used so all data files can be easily imported into existing software data sets for producing test records and analyzing asset health in a consistent manner.

The Government intends to acquire commercial supplies using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. It is anticipated that the resulting brand-name solicitation will be set-aside for small business concerns.

The North American Industry Classification System (NAICS) code for this acquisition is 334515, and the size standard is 750 employees. It is anticipated this action will result in a firm-fixed-price supply purchase order. Delivery of all equipment is required by July 31, 2019, and the anticipated delivery terms are FOB Destination. The Government intends to award to the responsible contractor whose quote is determined to be the best value to the Government based upon price.

In accordance with FAR 5.207, when the solicitation is available, all responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. It is highly recommended that, prior to submitting a quotation, interested parties obtain a Dun and Bradstreet (DUNS) number and register in the System for Award Management (SAM), www.sam.gov, as these requirements are mandatory for any firm selected for a contract award.

This is a pre-solicitation notice. No solicitation has been issued at this time; therefore, do not request a copy of the solicitation. It is the potential offerors responsibility to monitor Federal Business Opportunities (FBO) website (www.fbo.gov) for the release of a solicitation, amendments (if any), or other documents relating to this procurement. The competitive solicitation and other associated supporting information will be issued as a Request for Quotation (RFQ) and will be posted approximately 15-30 days from the posting of this notice.
