This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-100 Effective 11 Aug 2018. The synopsis/solicitation number is W91ZLK-19-Q-0093 for the purchase of 57mm cannon, this caliber cannon is specified in MIL-STD-662F, Ballistic Testing of Armor and MIL-DTL-12235A Projectile Plate Proofing. This requirement is being solicited as a Total Set-aside to Small Business Concerns represented by NAICS Code 332994 (Small Arms, Ordnance, and Ordnance Accessories Manufacturing). This requirement will be awarded as a Firm-Fixed Price type contract to the Lowest Priced Technically Acceptable (LPTA) offeror that meets the Statement of Work (SOW) attached.

Description of Requirements:
The contractor, as an independent contractor and not as an agent of the Government shall furnish a complete gun system, minus a mounting recoil mechanism or other such surface to attach the 57mm caliber barrel to propel a 7 pound projectile up to 2000 feet per second. For specific information, please refer to the Statement of Work (SOW) attached.
Instructions to Offerors:
• Please provide a quotation addressing the requirement listed in the attached Statement of Work sheet. All quotations from responsible sources will be fully considered. Vendors who are registered in the System for Award Management (SAM), www.sam.gov, database prior to award will not be considered. Vendors may register with SAM online at the website link provided.
• The Contractor shall specify delivery date estimates after receipt of order

• NO TELEPHONE INQUIRIES WILL BE HONORED.
• All quotations must be signed, dated, and submitted via email to tien.q.nguyen.civ@mail.mil by July 19, 2019 at 4:00 P.M Easter Time.
• The Government reserves the right to cancel the referenced solicitation if deemed to be in its best interest.
