This is a combined synopsis/solicitation for 2020 Springer Nature eBook collections as specified in accordance FAR Subpart 12.6. The combined Synopsis/Request for Quotation (RFQ) number is 70Z03919RFQPDD787 utilizing Simplified Acquisition Procedures under FAR Part 13.

The requirement consists of the purchase of all eBooks published in 2020 by Springer Nature in the specified subject collections. These fees are based on the USCG Academy's status as a very small U.S. four year college. The USCG Academy in New London, CT would like to acquire the Springer Nature eBook collections listed as follows:

Question Submission:

RFQ package questions must be submitted via email to david.f.palacios@uscg.mil | Questions not received within a reasonable time prior to close of the solicitation may not be considered.
Ensure to reference the solicitation number when submitting your quote.
Award Criteria: Award shall be made to the offeror whose proposal offers the greatest value to the government, on a firm fix price basis.
Offeror must have a DUNS number and be registered in the System for Award Management (SAM) database. SAM registration through SAM website https://www.sam.gov/
PAYMENT TERMS: Net 30
The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34.
